26th session of the National Assembly Standing Committee: Commenting on 7 draft laws

On the morning of September 12, at the National Assembly House, the National Assembly Standing Committee opened its 26th session to give opinions on a number of contents to be submitted to the National Assembly for consideration at the upcoming 6th session and to decide on a number of contents under its authority. National Assembly Chairman Vuong Dinh Hue chaired the session.

 

Comments on 7 draft laws and 3 draft resolutions

 

In his opening speech, National Assembly Chairman Vuong Dinh Hue said that at this session, the National Assembly Standing Committee will give opinions on 7 draft laws and 3 draft resolutions.

 

The draft Law on Land (amended) has been carefully prepared. The National Assembly Standing Committee has given its opinions at the regular session in August. Because it is a particularly important draft law, the National Assembly Standing Committee has a policy of asking for opinions from full-time National Assembly deputies, together with the Government, to continue reviewing important issues and issues with different opinions in order to thoroughly grasp and institutionalize the policies and guidelines of our Party and State, directly Resolution 18-NQ/TW of the Party on "Continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a developed country with high income".

 

The National Assembly Standing Committee decided to add more time to the September regular session to give opinions once again, to prepare in the best possible way before submitting to the National Assembly for consideration and approval at the upcoming 6th session.

 

Regarding the draft Law on Social Insurance (amended), the National Assembly Standing Committee also gave its opinion at the previous session. This is a draft law that concretizes the resolutions of the Central Committee, specifically Resolution No. 28-NQ/TW on reforming social insurance policies. This is a pillar of social security, for the first time proposing major solutions to implement Resolution 28.

 

Following the proposal of the Chairman of the Social Committee, the National Assembly Standing Committee agreed to give opinions once again at the September Session, preparing a draft law of the best quality, clearly demonstrating the responsibility of the National Assembly Party Delegation and the National Assembly Standing Committee for this extremely important issue.

 

With the draft Law on Archives (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Organization of People's Courts (amended); Law on Capital City (amended) under the 2023 law-making program, the National Assembly Standing Committee gave its first comments on these draft laws.

 

The Law on the Capital (amended) and the Law on the Organization of People's Courts (amended) were directly worked on by comrades in the Party Delegation of the National Assembly, the Standing Committee of the National Assembly, the Chairman of the National Assembly and Vice Chairmen of the National Assembly with the Supreme People's Court and the People's Committee of Hanoi to give opinions on a number of major orientations, in the spirit of "the whole country for the Capital, the Capital for the whole country", similar to the specific policy submitted to the National Assembly for consideration and decision for Ho Chi Minh City.

 

"We also expect that the draft Law on the Capital (amended) will be a breakthrough in creating an institutional framework for the development of the Capital in the spirit of Resolution No. 15-NQ/TW of the Politburo on the direction and tasks of developing the Capital Hanoi to 2030, with a vision to 2045," said National Assembly Chairman Vuong Dinh Hue.

 

According to the National Assembly Chairman, some of these draft laws have been commented on by the National Assembly and by full-time National Assembly deputies at the 4th Conference of Full-time National Assembly Deputies. Basically, the draft laws are eligible to be submitted to the National Assembly for consideration.

 

The National Assembly Chairman requested that the National Assembly Standing Committee continue to give selective opinions on major issues and issues on which there are still different opinions on draft laws expected to be submitted to the National Assembly for consideration at the next session.

 

In addition, it is expected that at the meeting, the National Assembly Standing Committee will consider the draft Law on Credit Institutions (amended).

 

The draft Resolution of the National Assembly on the application of additional corporate income tax in accordance with regulations on preventing global tax base erosion; the draft Resolution of the National Assembly on the pilot application of investment support policies in the high-tech sector were submitted to the National Assembly Standing Committee for consideration at the same time.

 

The National Assembly Party Delegation and the National Assembly Standing Committee discussed and agreed with the Government and the Government Party Personnel Committee to soon submit to the National Assembly for consideration the application of additional corporate income tax in accordance with the regulations against global tax base erosion as prescribed by the Organization for Economic Cooperation and Development (OECD), while still maintaining, consolidating and enhancing Vietnam's competitiveness in the investment environment.

 

The third draft resolution to be considered at this session is on adjusting some contents of Resolution No. 53/2017/QH14 dated November 24, 2017 of the National Assembly on the Feasibility Study Report of the Land Reclamation, Compensation, Support and Resettlement Project of Long Thanh International Airport.

 

Comment on some monitoring reports

 

Regarding the supervision work, National Assembly Chairman Vuong Dinh Hue said that the National Assembly Standing Committee will give opinions on the draft Supervision Plan and the Outline Report of the National Assembly Standing Committee's Supervision Delegation on "Implementation of policies and laws on ensuring traffic order and safety from 2009 to the end of 2023". This is one of the four supervision topics of the National Assembly and the National Assembly Standing Committee in 2024.

 

The National Assembly Standing Committee has commented on the draft plan and report outline with 2 National Assembly supervision topics and 1 topic of the National Assembly Standing Committee. This is the 4th draft and report outline that the National Assembly Standing Committee has commented on.

 

"All four of these topics need to be implemented vigorously from the end of this year," National Assembly Chairman Vuong Dinh Hue emphasized.

 

Along with that, the National Assembly Standing Committee will give its second opinion on the report of the National Assembly's Thematic Supervision Delegation on "Implementation of the National Assembly's resolutions on the National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period".

 

The National Assembly Standing Committee gave its first comments, the Supervisory Delegation worked with the Government and Deputy Prime Minister Tran Luu Quang. National Assembly Chairman Vuong Dinh Hue requested the National Assembly Standing Committee to give its comments focusing on the main content of the report, the draft resolution with strong and breakthrough solutions to support and accompany the implementation of these three very important target programs, clearly indicating specific tasks, responsibilities of relevant levels, sectors, agencies and implementation deadlines.

 

Along with that, to prepare for the National Assembly to organize "re-supervision" activities at the 6th Session, the National Assembly Standing Committee will review reports from agencies on the implementation of the National Assembly's Resolutions on thematic supervision and questioning from the beginning of the 15th term to the end of the 4th Session.

 

Also at this session, the National Assembly Standing Committee gave opinions on the 2023 work reports of the Chief Justice of the Supreme People's Court and the Chief Prosecutor of the Supreme People's Procuracy; the Government's reports on corruption prevention and control, crime and law violation prevention and control, and judgment enforcement in 2023; the 2023 work report and the 2024 audit plan of the State Auditor General.

 

In addition, at the meeting, the National Assembly Standing Committee will review the National Assembly's report on people's petitions in August 2023 and give opinions on the content of the program for the 6th session of the National Assembly.

 

The 26th session of the National Assembly Standing Committee is scheduled to take place over 5 days, divided into 3 sessions (from September 12 to the morning of September 14; September 18, September 20; September 29).
