The seventh meeting of the Government's Steering Committee for Administrative Reform was held online with localities.

This afternoon, February 2, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee for Administrative Reform (CCHC), chaired a national online meeting (the seventh meeting) to evaluate the results of administrative reform in 2023 and discuss directions and tasks for administrative reform in 2024. Vice Chairman of the Quang Tri Provincial People's Committee Le Duc Tien attended the conference at the Quang Tri bridge.

In 2023, with the motto "Solidarity, discipline, flexibility, innovation, timeliness and efficiency", the Government and the Prime Minister have closely and resolutely directed, creating a strong driving force for change in the organization and implementation of administrative reform work of the entire administrative system and achieved many important results in all aspects.

The focus is on building and perfecting institutions, reforming administrative procedures, digital transformation; improving administrative discipline and order; removing institutional and administrative procedure bottlenecks that are hindering socio-economic recovery and development. The Prime Minister has approved a plan to cut and simplify 144 business regulations; ministries and branches have cut and simplified 628 business regulations.

During the year, the rate of digitization of records and results of handling administrative procedures at ministries and branches reached 28.59% and at localities reached 39.48%; 100% of ministries, branches and localities reviewed and issued a list of eligible administrative procedures within the scope of ministries, branches and localities to deploy online public services according to the provisions of Decree No. 42/2022/ND-CP; the rate of online records of ministries and branches reached 30.4% (1.4 times higher than in 2022), localities reached 37.4% (3.7 times higher than in 2022); the rate of online payment on the National Public Service Portal at ministries and branches reached 45.22% and localities reached 26.86%...

In 2024, ministries, branches and localities will continue to promote the review and promulgation of specific and practical solutions and create strong breakthroughs to improve the effectiveness of administrative reform tasks assigned by the Government and the Prime Minister; strengthen the review and removal of institutional and mechanism barriers to improve the efficiency of public investment disbursement at ministries, branches and localities; promote administrative procedure reform, create favorable conditions for people and businesses; continue to improve the investment environment, enhance national competitiveness...

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that the administrative reform work in 2023 has created new values, new motivations, and new momentum for the next stage. In order to create more positive changes in the administrative reform work in 2024, ministries, branches, and localities need to promptly remove and thoroughly overcome the remaining shortcomings in administrative reform.

Continue to promote the role and enhance the responsibility of leaders of ministries, branches and localities in leading and directing the implementation of administrative reform tasks.

Strengthening propaganda work on administrative reform; urging, monitoring, evaluating, inspecting and examining; reforming the civil service regime, improving administrative discipline and order; strictly implementing the task of innovation and streamlining the political system's apparatus to be streamlined and operate effectively and efficiently.

Promote administrative procedure reform to facilitate people and businesses to feel secure in production; improve the investment environment, enhance national competitiveness, and promote socio-economic development.

Focus on reviewing and removing institutional and mechanism barriers to improve the efficiency of public investment disbursement at ministries, branches and localities.

Complete mechanisms, policies and laws to promote autonomy of public service units and socialize public services in qualified areas. Continue to implement the construction of e-Government, digital Government; national digital transformation according to the approved plan.
