Building a two-level local government apparatus to ensure better service to the people
Speaking at the meeting, Quang Binh Provincial Party Secretary Le Ngoc Quang requested the Steering Committee members to discuss thoroughly and specifically, propose directions, tasks and solutions for effective implementation in the coming time to promote the superiority of the two-level local government apparatus, the capacity and expertise of cadres, civil servants and public employees to ensure better service to the people, and build a new Quang Tri province that is increasingly prosperous and sustainably developed.

Accordingly, the meeting discussed, gave comments and approved the working regulations of the Steering Committee, assigned tasks to each member of the Steering Committee, and established two working groups. The Steering Committee needs to review and re-evaluate the results achieved since the April 17, 2025 conference of the Standing Committees of the Provincial Party Committees of Quang Binh and Quang Tri provinces to date and continue to deploy a number of tasks, directions and solutions in the coming time.
The construction of the Project to establish the Quang Tri Provincial Party Committee on the basis of merging and consolidating the Quang Binh Provincial Party Committee and the Quang Tri Provincial Party Committee ensures strict adherence to the Party Charter and instructions and conclusions of competent authorities, while at the same time leading and directing the construction of the project to end the activities of the old district-level and commune-level Party Committees and establish a new commune-level Party Committee.
Implement the arrangement of commune-level administrative units, not organize district-level ones after the decision of the competent authority. It is necessary to focus on careful research to have a reasonable plan for arranging facilities to serve the operations of new provincial-level agencies and units after the merger, with the goal of effectively using resources, avoiding waste and ensuring the smooth operation of the political system in the transition period.
There is a plan to handle surplus headquarters, implement the swap (transfer) of headquarters, prioritize the conversion of functions to medical and educational facilities, use for local community purposes, and at the same time prepare a thoughtful plan to arrange public housing, appropriate support policies such as travel expenses, food and accommodation for officials from Quang Tri to work in Dong Hoi.
Focus on leadership and direction in preparing and organizing party congresses at all levels for the 2025-2030 term. Organizing party congresses at all levels after the merger is a task of special importance, requiring careful, elaborate, systematic and synchronous preparation, in which the work of drafting congress documents must be identified as the top priority.
The document must clearly demonstrate the aspirations, development vision, and new development space of the province after the merger, ensuring the requirements of brevity, conciseness, high generalization, and closely following the Central's orientation in the spirit of Directive No. 45 dated April 14, 2025 of the Politburo.
Principles of assignment, arrangement and assignment of staff
The draft report presented by the Organizing Committee of the Quang Binh Provincial Party Committee at the meeting stated that the results of collecting public opinions on the Project on rearranging provincial-level administrative units received consensus from 98.8% of voters representing households in Quang Tri province and 97.9% of voters representing households in Quang Binh province.
The People's Councils at all levels of Quang Binh and Quang Tri provinces have voted to approve the project. The People's Committee of Quang Binh province has completed the submission and documents to the Ministry of Home Affairs to ensure the requirements, within the prescribed time, and has been well evaluated by the Ministry of Home Affairs. Currently, the Ministry of Home Affairs has submitted it to the Prime Minister.
Regarding the end of district-level administrative unit operations and the merger of commune-level administrative units, the two provinces have completed the project to rearrange commune-level administrative units. Quang Binh province has reduced from 145 commune-level administrative units to 41 administrative units after rearrangement, a reduction of 71.7%; Quang Tri province has reduced from 119 commune-level administrative units to 37 commune-level administrative units after rearrangement, a reduction of 68.9%.
The two provinces agreed to assign, arrange and assign cadres to newly established communes after the end of the operation of the district-level administrative unit according to the principle of transferring 100% of the existing district-level staff, including transferred and rotated cadres to districts, towns and cities to arrange commune-level staff, in which the current team of leaders and managers of the district-level political system are arranged as the core at the new commune-level unit; increasing a number of leaders and managers of provincial-level sectors to the commune level.
The assignment, appointment, arrangement and introduction of personnel are based on the structure, quantity, standards and conditions, in which special attention is paid to and political qualities, ethics, lifestyle, leadership capacity and prestige are promoted, especially those with professional qualifications and work experience suitable for the assigned field of responsibility, with innovative and creative thinking, daring to think, daring to do, daring to take responsibility for the common cause and achieving results, striving to basically complete the arrangement of commune and ward party secretaries who are not local people, paying attention to training, fostering and arranging young cadres, female cadres, ethnic minority cadres, scientific and technological cadres but not lowering standards because of the structure.
Do not consider, assign, arrange, or recommend to hold higher positions or more important positions for officials who have been disciplined during the 2020-2025 term or have committed violations or shortcomings according to the conclusions of competent authorities or have information about personal responsibility in cases, incidents, and conclusions that competent authorities are investigating, inspecting, and examining.
Assign and arrange incumbent district-level Party secretaries, heads and deputy heads of provincial-level departments, branches, and agencies who have not yet been to the grassroots level or who wish to hold the position of Party secretaries in central and key communes and wards, where there are conditions for socio-economic development, to meet the requirements of local leadership and management for development.
It is possible to consider and arrange personnel who are members of the provincial Party Committee to be the Party Committee Secretary. In special cases, if the Party Committee has an important position, economic scale, developed urban transport infrastructure, large number of Party members, large population, and needs to concentrate the leadership of the Provincial Party Committee, it is possible to consider and arrange personnel who are members of the Provincial Party Committee to be the Party Committee Secretary...
At the conference, the Steering Committee members analyzed and clarified the issues that are being raised to achieve the best results in the merger of the two provinces, thereby requesting the Steering Committee and the Party Committee and the government of Quang Binh province to continue reviewing and preparing the working facilities of the agencies and units after the merger as well as supporting accommodation and travel for officials, civil servants and public employees in Quang Tri to work in Dong Hoi at the best possible level. Speaking at the meeting, Secretary of the Quang Tri Provincial Party Committee Nguyen Long Hai pointed out the work that the Steering Committee and Quang Tri province have done and will do in merging and unifying administrative units of Quang Binh and Quang Tri provinces.
On the side of Quang Tri province, the Provincial Party Congress Documents will be drafted in a concise manner, focusing on summarizing the implementation of the goals and targets set forth in the Resolution of the 17th Quang Tri Provincial Party Congress as well as setting out the core directions and goals of Quang Tri province in the new period, especially the conclusions of General Secretary and President To Lam during his visit and work with Quang Tri province in mid-October 2024, to later integrate with the documents drafted by Quang Binh province into the new Quang Tri Provincial Party Congress Documents...
Concluding the working session, Secretary of the Quang Binh Provincial Party Committee Le Ngoc Quang analyzed, discussed and recorded the opinions of the Steering Committee members related to the preparation of working facilities, accommodation support and travel conditions for current officials, civil servants and public employees of Quang Tri province to work in Dong Hoi after the merger.
At the same time, it is recommended that all levels and sectors, after merging into a new province, promote the application of information technology, build a modern administration, comprehensively digitize all management fields, and better serve people and businesses.
Quang Binh Provincial Party Secretary Le Ngoc Quang assigned the Quang Binh Provincial Party Committee's Organizing Committee - the Standing Office of the Steering Committee to complete the drafts, submit them to the Head of the Steering Committee for signature and promulgation according to the set plan.
