The conference was held in person at the headquarters of the Ministry of Construction and online with local bridges, enterprises and organizations chaired by Deputy Minister of Construction Nguyen Van Sinh.
Concerns about the quality of construction materials
Deputy Minister of Construction Nguyen Van Sinh said that in recent times, the construction materials industry has developed rapidly and strongly, many new product designs have been produced using new technology. In addition to production to meet domestic and export requirements, there is now a large amount of construction materials imported from many countries around the world to the Vietnamese market.
Currently, the management of construction materials, quality of construction materials products and goods has been regulated in many legal documents such as: Construction Law 2014 with regulations on standards, regulations, application of construction materials products and goods in construction works; Law on Product and Goods Quality 2007 stipulates regulations on product and goods quality management...
“However, the quality management of construction material products and goods has not really met the requirements; there are still cases of poor quality products being used in construction projects, affecting the quality of the projects. On the other hand, a large amount of goods are currently in circulation without clear origin, source, or quality,” said Deputy Minister Nguyen Van Sinh.
According to Deputy Minister Nguyen Van Sinh, in the face of the situation that some construction material products have not met requirements, the work of improving the quality of construction material products and goods has received attention and interest from all parties. Recently, the Prime Minister held a national online conference to remove difficulties and obstacles for construction material enterprises; issued Directive No. 28/CT-TTg on a number of solutions to remove difficulties and obstacles, promote the production and consumption of cement, steel and construction materials.
In order to carry out the tasks assigned by the Prime Minister, the Ministry of Construction has coordinated with localities to review and evaluate the practice to develop a Circular on quality management of construction materials products and goods, ensuring compliance with the prescribed procedures. Localities have actively participated, summarized, evaluated, and commented, and the Ministry has also considered and accepted the opinions of localities, ministries, and branches to complete the content.
“After receiving instructions from the Prime Minister, local authorities at all levels promptly took action; promptly requested relevant departments, agencies and sectors to implement. Therefore, organizing the training and dissemination conference is an opportunity for the Ministry of Construction to convey the new, core contents of Circular No. 10/2024/TT-BXD on quality management of construction materials products and goods to localities, departments, agencies, businesses and organizations; and remove remaining issues in implementation” – Deputy Minister Nguyen Van Sinh emphasized.
Management towards ensuring transparency and efficiency
According to Le Trung Thanh, Director of the Department of Construction Materials (Ministry of Construction), Circular No. 10/2024/TT-BXD is applied to state management agencies on the quality of construction materials products and goods; organizations and individuals that produce, trade, import and export construction materials products and goods; conformity certification organizations, testing organizations, inspection organizations and appraisal organizations participating in activities to assess the conformity of the quality of construction materials products and goods.
The Circular promulgates a list of construction material groups; distinguishes between construction material products and goods that do not cause unsafety (group 1) and construction material products and goods that can cause unsafety under the management responsibility of the Ministry of Construction (group 2) to prescribe appropriate quality management methods; regulates the quality management of construction material products and goods in specific activities including: Production - Export - Import - Circulation on the market - Use.
“In addition, the circular also strengthens the State management of the quality of construction materials products and goods, conducts screening of good quality products and goods and poor quality products and goods to manage and handle violations (if any); rectify the production and trading of counterfeit, fake and poor quality goods that affect the quality of construction works and people's lives; strengthens the State management of the quality of imported construction materials products and goods, especially tiles, sanitary ceramics, and construction glass; uses quality control methods at the source of production according to international practices” - Director of the Department of Construction Materials (Ministry of Construction) Le Trung Thanh said.
Also at the conference, delegates, localities, enterprises and organizations discussed the contents of Circular No. 10/2024/TT-BXD related to conformity assessment of construction materials and products according to method 1, method 5, method 7; differences in product and goods standards; export procedures for construction materials and products; clarification of Appendix 2 on the list of construction materials and products that are potentially unsafe; designation of organizations and units with the capacity to receive and evaluate; clarification of inspection procedures, etc.
According to the assessment, the content of Circular No. 10/2024/TT-BXD has basically ensured the regulations under the Law on Product and Goods Quality 2007; Construction Law 2014 related to quality management. In particular, the parties need to pay attention to focusing on controlling the quality of products and goods through 5 chains of activities including: Production - Export - Import - Circulation on the market - Use.
Circular No. 10/2024/TT-BXD will take effect from December 16, 2024. During the implementation process, the Ministry of Construction hopes to receive more opinions from units on the circular; have direct exchanges to closely coordinate with the Ministry of Construction, ensure equality, publicity, transparency; encourage the use of domestic goods; combat commercial fraud in the field of construction materials.
