Warmly welcoming the Vice Chairman of the Central Military Commission of China and the delegation on an official visit to Vietnam, Minister Phan Van Giang emphasized that, along with the recent friendly visits between senior leaders of the two Parties, two States and two Armies, the official visit to Vietnam by the Vice Chairman of the Central Military Commission of China is a vivid manifestation of the increasingly close relationship and increasingly strong political trust between the two Parties, two States and Armies of Vietnam and China. He believed that the visit would be a great success, contributing to the implementation of the common perception and strategic guidance of the senior leaders of the two countries, creating a new step of development for the cooperative relationship between the two Armies.

Minister Phan Van Giang affirmed that Vietnam always considers developing friendly and cooperative relations with China an objective requirement, a strategic choice, and a top priority in Vietnam's foreign policy; always respects and remembers the wholehearted and righteous assistance of the Party, Government , Army and People of China in the past years of fighting for national independence and in the cause of building socialism and developing the country today. With the motto of 16 words and 4 goods, the two sides will stand side by side to persevere on the path to socialism in accordance with the situation of each country, towards "Vietnam - China Community of Shared Future of Strategic Significance".
General Phan Van Giang emphasized that, on the basis of the good relationship between the two Parties and two countries, the Vietnam-China defense relationship has always been identified as one of the important pillars, constantly expanding, increasingly going into depth and substance, actively contributing to realizing the common perception of the two countries' senior leaders. The two sides have maintained delegation exchanges and contacts at all levels, especially at the high level; coordinated to successfully organize the 8th Border Defense Friendship Exchange, thereby further enhancing mutual understanding and trust, contributing to concretizing the direction of "higher political trust". Land border cooperation continues to be strengthened and promoted, this is truly a bright spot, directly contributing to building a peaceful, friendly, cooperative and jointly developing border. Cooperation between the navies and coast guards of the two countries continues to be promoted. Cooperation in areas such as education and training, strategic research, exchange and research between schools, military academies, UN peacekeeping, military medicine, etc. is regularly, practically and effectively implemented. Continue to closely coordinate, consult and support each other at multilateral regional and international defense cooperation forums and mechanisms, etc.
In the coming time, Minister Phan Van Giang suggested that the two sides continue to maintain the pivotal role of the Army in the bilateral relationship, promote cooperation in the following areas: Maintain regular high-level contacts, cooperation mechanisms such as the Border Defense Friendship Exchange; hotline between the two Defense Ministries; Defense Strategy Dialogue at the level of Deputy Ministers/Deputy Chiefs of Staff of the Joint Staff of the two countries. Continue to further strengthen cooperation in Party work, political work, and exchanges of young officers; research and promote cooperation in defense industry and military trade; continue to promote and further expand cooperation in the fields of human resource training, scholar exchange, logistics, military medicine, especially traditional medicine, United Nations peacekeeping operations, response to non-traditional security challenges (natural disaster relief, counter-terrorism, etc.); promote exchanges and experience sharing in the field of digital transformation in the Army.
Regarding maritime issues, Minister Phan Van Giang emphasized that Vietnam's consistent stance is to resolve all disputes and disagreements by peaceful means, on the basis of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), fully implement the Declaration on the Conduct of Parties in the East Sea (DOC); and hope to soon negotiate and agree on a Code of Conduct in the East Sea (COC) that is substantive, effective, in accordance with international law, and beneficial to the parties concerned.
In December 2024, on the occasion of the 80th anniversary of the founding of the Vietnam People's Army and the 2nd Vietnam International Defense Exhibition, Minister Phan Van Giang expressed his wish to welcome leaders of the Chinese Ministry of National Defense to attend the above activities in Vietnam.

Senior Lieutenant General Truong Huu Hiep thanked Senior Lieutenant General Phan Van Giang for the warm welcome; expressed his excitement at the achievements in the cause of building socialism that Vietnam has achieved; affirmed that the relationship between Vietnam and China is a special relationship. Senior Lieutenant General Truong Huu Hiep emphasized that, implementing the common perception of the leaders of the two Parties and two States, over the past time, the defense cooperation relationship between the two countries has become in-depth, effective, practical and increasingly solid.

After the talks, the two sides signed documents, including: Letter of Intent between the Vietnamese Ministry of National Defense and the Chinese Ministry of National Defense on enhancing defense cooperation; Border Cooperation Agreement between the Vietnamese Ministry of National Defense and the Chinese Ministry of National Defense.
During the official visit to Vietnam, Senior Lieutenant General Truong Huu Hiep laid a wreath and visited President Ho Chi Minh's Mausoleum; visited the Presidential Palace Relic Site; paid a courtesy visit to the General Secretary, President, and Prime Minister; visited Regiment 102, Division 308, Army Corps 12 and visited a number of cultural and historical relics in Hanoi.
