Implementing the 2025 law and ordinance building program, the Government will submit to the National Assembly for comments on the draft Law amending and supplementing a number of articles of 15 laws in the field of agriculture and environment, including: Law on Environmental Protection; Law on Plant Protection and Quarantine; Law on Animal Husbandry; Law on Biodiversity; Law on Dikes; Law on Surveying and Mapping; Law on Hydrometeorology; Law on Forestry; Law on Natural Disaster Prevention and Control; Law on Water Resources; Law on Marine and Island Resources and Environment; Law on Veterinary Medicine; Law on Irrigation; Law on Fisheries; Law on Cultivation at the upcoming 10th Session.

The development and promulgation of the Law project aims to amend and supplement a number of articles of 15 Laws in the fields of agriculture and environment to implement the policy and practice of restructuring the apparatus; organizing two-level local government; decentralization; simplifying administrative procedures, reducing investment and business conditions and resolving "bottlenecks" due to legal regulations and urgent issues arising from state management practices in the fields of agriculture and environment.

The draft Law consists of 17 articles, focusing on amending and supplementing 3 groups of contents related to the arrangement of administrative apparatus, decentralization, delegation of power, and determination of authority when organizing 2-level local governments; reducing investment and business conditions and administrative procedures; promptly resolving and handling difficulties, inadequacies, and bottlenecks due to legal regulations.

At the workshop, delegates basically agreed with the necessity and scope of amendments and supplements to the draft Law, promptly meeting practical requirements.

Commenting on the draft Law, some opinions suggested that it is necessary to add an inter-ministerial coordination mechanism in the regulations on management and international exchange of livestock genetic resources; assess biological risks and national interests before granting licenses for international exchange of livestock genetic resources.

Regarding the management of animal feed, experts noted that the draft Law has expanded the rights of localities in licensing the production and trading of animal feed in order to promote decentralization and delegation of authority in the management of this field, while reducing administrative procedures. This opinion also suggested that it is necessary to supplement a post-inspection mechanism to ensure the quality and reputation of domestic animal feed production and trading enterprises.

The opinions also suggested that the drafting agency continue to review and research to ensure that the scope of amendments and supplements to a number of articles of 15 laws in the fields of agriculture and environment this time truly removes major bottlenecks in the fields of agriculture and environment; fully institutionalize the directives of the Politburo, General Secretary, National Assembly, and Government leaders in Regulation No. 178-QD/TW dated June 27, 2024 of the Politburo regulating power control, prevention and fight against corruption and negativity in law-making work; Resolution No. 158/2024/QH15 dated November 12, 2024 of the National Assembly on the socio-economic development plan for 2025 requires: "having strong and drastic solutions to remove institutions, overcome bottlenecks; further promoting the review, supplementation, and improvement of institutions, laws, mechanisms, and policies associated with improving the effectiveness and efficiency of law enforcement; focusing on cutting and simplifying administrative procedures and business regulations, creating convenience and reducing costs for people and businesses" and "innovating thinking in law-making in the direction of both ensuring state management requirements and encouraging creativity, liberating all productive forces, and unlocking all resources...

Speaking at the workshop, Vice Chairman of the National Assembly Le Minh Hoan emphasized that the draft Law needs to ensure the implementation of the spirit of innovation in law-making. Accordingly, only amending and supplementing contents under the authority of the National Assembly; stipulating principle issues to create a legal corridor for state management, while creating development space for the agricultural and environmental sectors.

The Vice Chairman of the National Assembly also noted that although the scope of amendments of the draft Law is scattered across 15 laws in the fields of agriculture and environment, the objective of the draft Law is to solve urgent problems arising from state management practices in this field.

The Vice Chairman of the National Assembly suggested that the drafting agency coordinate closely with the reviewing agency to research, review, and unify the contents of the draft Law, ensuring brevity, focusing on amending and supplementing regulations to remove prominent legal bottlenecks in the fields of agriculture and environment.
