The Saigon Binh An project is located in Binh Trung ward, the center of Ho Chi Minh City, with a scale of 117 hectares, next to the Saigon Sports City complex and adjacent to key traffic routes such as the Ho Chi Minh City - Long Thanh - Dau Giay Expressway. This location is considered an important gateway connecting the East of Ho Chi Minh City with the key economic provinces of the South.
According to the approved planning, Saigon Binh An urban area will form a modern complex with many types: villas, townhouses, high-rise apartments, along with commercial and service buildings, international schools, green parks and marinas. It is expected that the construction density will only account for about 30%, most of the remaining area will be reserved for green space and utility infrastructure.
However, the project implementation process has been prolonged for many years and encountered many difficulties, affecting the project progress. Accordingly, SDI Company had to wait 12 months from the date the Prime Minister approved the investment to be allocated land to implement the project and took more than 3 years to complete the determination of financial obligations to issue the Land Use Rights Certificate.
Regarding the planning work, the Investor said that the detailed planning 1/500 according to Decision No. 6292/QD-UBND dated November 30, 2015 of the People's Committee of Ho Chi Minh City was before the Decision approving the 1/2000 zoning plan, and at the same time, in the process of updating the 1/500 planning into the 1/2000 planning, there were still many shortcomings and inconsistencies.
At the meeting, Vice Chairman of the National Assembly Le Minh Hoan emphasized that, given the current development trend, with changes in technology, changes in thinking, integration of artificial intelligence, and urban functions, rigid urban planning is not advisable. According to the Vice Chairman of the National Assembly, there should be some flexibility, because no one can imagine what the urban trend will be like in 5 or 10 years, the more rigid the regulations are, the more difficult it will be later.
In addition, for Ho Chi Minh City, projects with problems and difficulties in procedures and planning need to be studied for amendment. Accordingly, all these gaps must be "filled" with a special Resolution of the city, thereby creating confidence for investors and building a developed city.
Emphasizing that this is a large-scale project, Vice Chairman of the Committee for Science, Technology and Environment Tran Van Khai stated that the project was launched in 2015, and it has only started to get underway in 2025, and reality shows that there are still many difficulties and problems. From that reality, it is recommended that businesses make specific, practical proposals to contribute to completing the Law on Construction (amended) with the highest quality, so that when it is put into practice, as well as implementing the decrees, it will be easier, faster, and more practical.
+ The project of commercial area combined with high-rise housing at lot number 01-14 of Song Viet Complex project, Functional Area No. 1 of Thu Thiem New Urban Area is one of the important projects in the urban development plan of Ho Chi Minh City.
The project combines commercial and high-rise residential areas to meet the needs of space and commercial and entertainment services, creating a dynamic living community.
According to the project investor, up to now, the project has almost been resolved, but there are still some problems. Specifically, there was a previous conclusion of the Government Inspectorate that the project falls into a case that needs to be reviewed to see if there are additional financial obligations.
At that time, the enterprise proposed a solution to fulfill all financial obligations and voluntarily apply for land use right certificates for 3 lots, while the 4th lot would be kept pending the final conclusion on financial obligations. However, this solution also caused financial pressure, so the enterprise proposed to still be granted a land use right certificate for the 4th lot and committed to only apply for land use right certificates and certificates of use of constructions on the land after determining the financial obligations (if any) were completed.
Vice Chairman of the Committee for Science, Technology and Environment Tran Van Khai said that there are localities that require investors to commit and agree to changes if there is any land use. For Ho Chi Minh City, the city's decentralization and authorization is currently very good, so there will be the best balance, creating the best conditions for the project without affecting the planning and general targets.
Vice Chairman of the Committee Tran Van Khai also suggested that businesses should research and contribute ideas to the draft Law on Construction (amended) on construction activities, administrative procedure reform in construction, decentralization, difficulties of businesses in the implementation process...
