Rising to become the national maritime economic center
An Giang is a land of historical and cultural depth, associated with Bay Nui and Oc Eo. The province has a population of nearly 5 million people (3rd in the country), GRDP 2025 (ranked 16/34).
After merging administrative units, the province has gathered potentials, advantages and opportunities to realize the goal of becoming a fairly developed province in the country as set out by the 1st Provincial Party Congress.
In the 10 months of 2025, the province's economy maintained a positive growth momentum, with GRDP reaching 7.85%, the highest in the region and among the fairly good in the country. The economic structure continued to shift in the right direction. The investment environment was significantly improved with more than 3,440 new enterprises, increasing both in quantity and capital compared to the same period. Agriculture is still an important pillar, with rice output estimated at over 7.8 million tons. The industrial and construction sector grew by double digits. Tourism welcomed over 21 million visitors (up 21.7%). The province has made remarkable progress in social security, poverty reduction and rural development. National defense and security are ensured, social order and safety are maintained and stable.
The province has identified the vision of turning Phu Quoc into an international ecological, resort and creative center by 2030, and is urgently preparing the necessary conditions to serve APEC Phu Quoc 2027. The Provincial Party Standing Committee has focused on leading and closely directing the preparation of conditions to serve the APEC 2027 Conference in Phu Quoc. Up to now, the Provincial People's Committee has approved the overall project of activities serving APEC; focused on leading the development and implementation of sub-projects; approved local adjustments to the Phu Quoc Special Zone Master Plan. Public investment projects serving APEC have been allocated capital for implementation with the total capital plan for 2025.
Speaking at the meeting, the General Secretary pointed out that regarding the construction of Phu Quoc special zone and the organization of a new apparatus, the Central Government acknowledged that the province has proactively implemented tasks after Phu Quoc was established as a special zone model. The province is urgently developing a project to organize the administrative apparatus of Phu Quoc - Kien Hai - Tho Chau special zone. This is a big task, a new model, requiring the province to continue to closely follow the Central Government's guidance, perfect the functions, tasks and operating mechanisms of the special zone's government. The province continues to perfect the institution and model of special zone governance so that Phu Quoc can truly become a new growth pole of the province and the region. The special zone must achieve the goal of preserving forests, preserving seas, ensuring environmental sanitation; and moving towards the use of clean energy.

In addition to the achieved results, the General Secretary pointed out that the province needs to frankly acknowledge the difficulties, limitations and challenges to have solutions to overcome them, not be subjective, and at the same time need to have strong and breakthrough solutions in the coming period to better exploit new development space, truly promote the role of a strategic source and island province of the Mekong Delta and the whole country.
In order to develop An Giang province rapidly and sustainably, rising to become a well-off province of the country, a national maritime economic center as proposed by the 1st Provincial Party Congress (2025 - 2030), the General Secretary requested that the An Giang Provincial Party Committee effectively implement the requirements of building a clean and strong Party Committee and political system; maintain solidarity and discipline to create a foundation for development; strengthen national defense, security, foreign affairs, and ensure a stable environment for a strategic border and island area. The spirit of "developing science and technology, innovation and digital transformation" needs to be concretized through practical programs and projects, considering this as a new growth driver. At the same time, An Giang must mobilize and effectively use all resources, especially from the private economy and international cooperation, to promote rapid and sustainable development.
The province needs to strongly shift the economic structure associated with establishing a new growth model. With a development space of both "plain - forest - sea" and "border - inland", An Giang needs to restructure the economy towards modernity, striving for double-digit growth; increasing the proportion of industry - construction, services; developing high-tech, large-scale agriculture according to the value chain; effectively exploiting the advantages of the sea and islands, forming a strong national marine economic center; developing industrial marine aquaculture, offshore aquaculture, aquaculture combined with tourism... Industry must shift from breadth to depth, prioritizing technology application projects, green growth, limiting resource-intensive and polluting industries.
Taking Phu Quoc special economic zone as a breakthrough growth pole
The General Secretary pointed out that the province focuses on strongly developing the marine economy, tourism and modern, innovative services, taking Phu Quoc special economic zone as a breakthrough growth pole.
An Giang needs to accelerate the completion of strategic infrastructure and expand development space; closely follow regional and national planning, focus on investing in traffic routes connecting the upstream region with the sea and islands, with Ho Chi Minh City, Can Tho, Ca Mau, Cambodia and international shipping routes. The province prioritizes the system of seaports, fishing ports, marinas, Phu Quoc international airport, and logistics centers.
The General Secretary suggested that the province create breakthroughs in science and technology, innovation, digital transformation and human resource development, considering this as the key driving force for sustainable growth. The province should strengthen international cooperation, receive and transfer advanced technologies in artificial intelligence, biology, big data, clean energy, etc., improve productivity and competitiveness, and gradually turn An Giang into a center for science and technology application in the Southwest region.

The province needs to strongly and comprehensively develop the culture and people of An Giang, considering this as the spiritual foundation of sustainable development. The province needs to preserve and promote the rich cultural values of the Kinh, Khmer, Cham and Hoa ethnic communities; effectively exploit the cultural heritages of the ethnic communities; improve cultural life and narrow the gap in cultural enjoyment between regions; improve the quality of education at all levels, promote digital schools and smart schools; build a learning society; focus on developing a modern health system...
The General Secretary emphasized the need to strengthen national defense, security, and foreign affairs; firmly protect territorial sovereignty, seas, islands, and national borders; build a revolutionary, disciplined, elite, and modern provincial armed force; invest in equipment and technical means to maintain political security, social order and safety, and prevent all types of crimes.
To successfully organize the APEC Phu Quoc Summit 2027, the General Secretary requested that An Giang province needs to closely coordinate with the Central Government and localities, focus on preparation, review, and accelerate projects on connecting transport infrastructure, logistics, trade, services, and tourism; strengthen propaganda, raise awareness, create social consensus; promote trade, promote products, culture, cuisine, and eco-tourism, contributing to the overall success of APEC 2027.
With the courage and intelligence of the Party Committee, with the consensus of the government, armed forces and people, and with the proper promotion of the province's potential and unique advantages, the General Secretary believes that An Giang will create new breakthroughs, reach new heights, and affirm its position as a dynamic development pole of the Mekong Delta...
