On the morning of November 20, Deputy Prime Minister Bui Thanh Son directly surveyed two key locations for HEF 2025, Thisky Hall and GEM Center. These are the spaces where the main activities of the Forum will take place, so preparations have been carefully reviewed to ensure international standards and absolute safety.

After the on-site inspection, the Deputy Prime Minister highly appreciated Ho Chi Minh City's initiative in choosing the location, overall design and developing the organization scenario. The Deputy Prime Minister commented that this year's space arrangement is reasonable, modern and suitable for the scale of an international economic forum. At the same time, the Deputy Prime Minister suggested maintaining Thisky Hall as the "brand" location for the next forums, similar to the model of many countries in the world.

At GEM Center - the venue for the reception on the evening of November 25, the Deputy Prime Minister also noted that Ho Chi Minh City Police need to develop a suitable traffic diversion plan to avoid congestion due to limited space. The reception area must be organized to be airy, ensuring quick movement time, especially for VIP guests. The art program needs to be invested in a systematic way, imbued with Vietnamese identity and the Southern mark but still modern; the highlight performances should be arranged to open, and the rest should create a space for exchange and culinary experience.

Meanwhile, inspecting the preparations at Thisky Hall, the Deputy Prime Minister noted the synchronous preparation between the items, from content to technology. Security forces were required to maintain three layers of control and arrange reasonable gates to avoid congestion when welcoming the expected number of guests up to 1,500 people.
The exhibition area with 12 display booths must clearly demonstrate the technology element, prioritizing robots, artificial intelligence and interactive products to create highlights for international delegates. He also suggested applying robots in welcoming activities to increase the direct experience for guests.

The Deputy Prime Minister especially emphasized that the process of organizing bilateral meetings must be strictly implemented: businesses must register in advance with the Organizing Committee, be assigned specific rooms and times, and ensure smooth movement. The meeting room of the Prime Minister and senior leaders must be neat, private, and meet international standards.

For the plenary session on November 26, the Deputy Prime Minister requested the arrangement of three main rooms, LED screen systems and a dedicated press area. Each room must have at least two fixed working positions for reporters to record without affecting the conference proceedings. Only host reporters and card-holding forces are allowed to move in a controlled manner during the event.

In addition, at the outdoor space of Thisky Hall, with a beautiful view of the river, the Deputy Prime Minister also suggested arranging a connecting resting area with clear instructions to avoid the situation of delegates standing and smoking, which would be unsightly.
Ensuring absolute safety in the air, on the ground and underground is a requirement that the Deputy Prime Minister has repeatedly emphasized, because HEF is a national brand event. In particular, the Deputy Prime Minister requested that all preparations at the two locations must be completed before November 24. In the afternoon of the same day, the Deputy Prime Minister will join the leaders of Ho Chi Minh City in conducting a final inspection before the forum officially opens on November 25.

Following the direction of Deputy Prime Minister Bui Thanh Son, Vice Chairman of Ho Chi Minh City People's Committee Nguyen Loc Ha requested all relevant departments, branches and units to urgently review each part of the work and immediately update new contents arising during the actual inspection.
He requested that there be absolutely no delays, especially in items related to security, logistics, engineering and welcoming international delegates. Units must work 24/7 to immediately handle any arising situations and report daily to the Organizing Committee.
Accordingly, November 24 is the mandatory deadline to ensure that HEF 2025 takes place in accordance with the Prime Minister's instructions and to demonstrate the image of a professional Ho Chi Minh City, ready to organize international-scale events.
