Review and make a list of elderly people receiving 100% support for health insurance contributions

On November 21, Ho Chi Minh City Social Insurance sent a document to the People's Committees of communes, wards, and special zones requesting the implementation of Resolution No. 56/2025/NQ-HDND on supporting health insurance contributions for the elderly and students in the area. According to this Resolution, the City budget will support 100% of health insurance contributions for people aged 65 to under 75 with permanent residence registration, who have not yet enjoyed other health insurance support policies.

To promptly implement the Resolution, Ho Chi Minh City Social Insurance requested the People's Committees of wards, communes, and special zones to urgently compile and send a list of people aged 65 to under 75 years old who have registered for permanent residence in the area to the local Social Insurance agency before November 25.

In case the person does not have a Social Security number, he/she must provide a citizen identification card/personal identification so that the Social Security can issue a number. In case the person does not have a Health Insurance card or the old card has expired for more than 3 months, the new card will be issued with validity from December 14, 2025. In case the card has expired for less than 3 months, the new card will be valid from November 14, 2025.

For the case of people who are 65 years old after the effective date of Resolution No. 56, the People's Committee of the ward, commune, or special zone shall review and coordinate with the ward police or the people to promptly make a list of people who are 65 years old in the following month and send it to the Social Insurance agency before the 10th of each month to issue health insurance cards to people valid from the day immediately following the person's 65th birthday, or valid immediately from the day the old health insurance card expires after the person turns 65 years old.

To ensure that people enjoy benefits in accordance with Resolution No. 56, Ho Chi Minh City Social Insurance requests the People's Committees of wards, communes, and special zones to widely announce Resolution No. 56 on mass media, through residential groups... to propagate and disseminate to people about the policy of issuing health insurance cards to people aged 65 to under 75 who are registered as permanent residents in the area.

Previously, on November 14, Resolution No. 56/2025/NQ-HDND was approved by the Ho Chi Minh City People's Council. Accordingly, the City will support 100% of the health insurance premium for students and people aged 65 to 75 with permanent residence in the area. This policy aims to realize the goal of having over 95% of the population participating in health insurance by 2026 and moving towards universal coverage by 2030. It is estimated that in 2026, more than 2 million students and more than 530,000 people aged 65 to 75 will receive 100% support from the City budget for health insurance costs with a total cost of about VND 2,000 billion.
