In Luc Hon and Hoanh Mo communes, Vice Chairman of the National Assembly Vu Hong Thanh and the working delegation listened to leaders of the two communes report on the operation of the two-level local government apparatus and the results of socio -economic development in the area.
He inspected the activities at the Public Administration Service Centers of the two communes; talked with officials and local people to listen and grasp the situation of advantages as well as difficulties and obstacles in the process of operation.
Immediately after its establishment, Luc Hon commune urgently completed its apparatus and organization of agencies. The commune Party Committee directed the development and promulgation of important documents to serve the official operation of the apparatus; implemented the plan to arrange leaders and managers of Party, government, Fatherland Front and socio-political organizations; ensured the conditions of facilities and equipment to serve stable operations, well serving the direction, administration and handling of administrative work from July 1, 2025.
After more than 2 months of operation, Luc Hon commune has gradually affirmed its organizational stability, improved the quality of management and operation, and created trust and consensus among cadres, party members and people. The commune Party Committee successfully organized the 1st Party Congress, term 2025-2030.
Since the beginning of July, the Commune Administrative Service Center has received and processed 732 applications, of which 99.86% were processed on time and before the deadline.
The socio-economic situation has achieved positive results. The total state budget revenue reached 624 million VND, reaching 103.66% of the plan. The total area of forestation after exploitation reached 131.3% of the plan and equal to 108.6% of the same period in 2024. Eco-tourism and cultural experiences attracted a large number of tourists.
Luc Hon has now achieved the status of an advanced new rural commune. The whole commune has only 1 poor household and 140 near-poor households according to the province's new criteria. It strives to have no more poor or near-poor households by the end of 2025.
In Hoanh Mo commune, since July 1st, all work in the commune has been running smoothly, without any congestion. Leadership and management work has been implemented flexibly and closely following reality. The team of cadres and civil servants has initially adapted, promoted the spirit of responsibility in serving the people and businesses; and improved the quality of administrative procedure settlement.
Policies and regimes for people with meritorious services and social protection beneficiaries are timely and properly implemented. Thereby, creating an important step in the process of streamlining the organizational apparatus, improving the effectiveness and efficiency of the political system. Immediately after the administrative unit arrangement, the first Party Congress of the commune, term 2025-2030, was successfully held.
The local socio-economy continues to develop steadily. People's lives are improved. The average income per capita by the end of August 2025 is estimated to reach 89.7 million VND/person.
National defense and security are ensured, preventing sudden and unexpected situations that affect national security, order, and border sovereignty. Foreign affairs and people's diplomacy activities are maintained and developed, contributing to building a peaceful, cooperative, friendly, and developed border.
After listening to the report and inspecting the situation, Vice Chairman of the National Assembly Vu Hong Thanh acknowledged and highly appreciated the results of Quang Ninh province, Luc Hon commune and Hoanh Mo commune in implementing the arrangement of administrative units and operating two-level local governments, which initially brought about efficiency, clearly demonstrated through the results achieved in the socio-economic development of the localities.
The Vice Chairman expressed his excitement at the changes in both the appearance and life of the people of Luc Hon and Hoanh Mo - mountainous, border and ethnic communes. This shows that the Party and State's policies on socio-economic development for ethnic minority areas have been put into practice and have been seriously and methodically implemented by Quang Ninh province and the communes, promoting practical effectiveness.
The Vice Chairman of the National Assembly emphasized that these results not only contribute to improving people's material and spiritual life, strengthening their trust in the Party and State, but also create a solid foundation for building a prosperous and safe border area, maintaining national sovereignty.
Regarding upcoming tasks, Vice Chairman of the National Assembly Vu Hong Thanh emphasized that Luc Hon and Hoanh Mo communes are very important locations in terms of national defense and security, with large areas and a large proportion of ethnic minorities.
Therefore, the activities of the communal government require being closer to the people. We must continue to arrange and improve the apparatus to operate more effectively; the staff must improve their working capacity to meet the requirements of the tasks in the new situation, serving businesses and the people better. At the same time, we must pay attention to and take care of the lives of civil servants so that this team can continue to be attached and dedicated.
Regarding socio-economic development tasks, Vice Chairman of the National Assembly Vu Hong Thanh requested that communes immediately start implementing the goals and targets set out in the Resolution of the Commune Party Congress.
In particular, it is necessary to focus on exploiting the maximum potential and development advantages, especially Luc Hon commune must promote the advantages of developing community tourism associated with preserving traditional cultural identity; developing OCOP products as a local characteristic.
Hoanh Mo commune must promote the advantages of the Hoanh Mo-Dong Van border gate economic zone in developing border trade and service industries; promote tourism development based on the advantages of local natural and cultural conditions.
Along with that, the locality continues to promote the application of information technology and digital transformation in performing tasks, thereby contributing more to the overall growth results of the province.
On this occasion, Vice Chairman of the National Assembly Vu Hong Thanh presented 100 gifts to policy households and poor households in the two communes. The Vietnam National Coal and Mineral Industries Group presented 60 sets of computers to villages and hamlets in the two communes to serve the digital transformation work.
