Report on the activities of the Representative Boards at all levels, stating: By March 31, 2025, the total number of Representative Board members was 249; of which, 13 were at the provincial level, 236 were at the district level (99 were leaders of the People's Committees, district-level departments, 137 were chairmen of the People's Committees at the commune level). In the first quarter of 2025, the Representative Boards at all levels had completed 44 members.

The representative boards at all levels held 11 regular meetings to summarize policy credit activities in 2024, set out goals, tasks, and solutions for implementing policy credit in 2025; results of implementing the Resolution of the Board of Directors of the Vietnam Bank for Social Policies, the Resolution of the Provincial Board of Representatives of the Vietnam Bank for Social Policies in 2024; implementing Directive No. 39-CT/TW of the Central Party Secretariat, Document No. 1069/TTg-KTTH of the Prime Minister, etc.

Members of the Board of Representatives at all levels fully participated in the meetings. After the meeting, the Heads of the Board of Representatives at all levels issued resolutions directing relevant departments, branches, local authorities and the provincial branches of the Vietnam Bank for Social Policies, and district-level transaction offices to implement the targets and tasks set by the Board of Representatives; at the same time, directing the implementation of resolutions and decisions of the Board of Directors and Board of Representatives at all levels, assigning credit plan targets to districts and cities and directing credit growth from the beginning of the year, improving the quality of policy credit, the quality of entrusted activities, the quality of activities of the Savings and Loan Groups (TK&VV), the quality of activities of commune transaction sessions, strengthening the information and propaganda work on the Party's guidelines, the State's policies and laws on policy credit to all classes of people, especially the poor and policy beneficiaries; carrying out inspection and supervision work...

In the first quarter, the Provincial Social Policy Bank Branch and the District Social Policy Bank Transaction Offices fully prepared reports and documents, advised the Provincial Representative Board and District Representative Board to summarize policy credit activities in 2024 in the area; advised the Provincial People's Committee and District People's Committee to reward collectives and individuals with achievements in implementing policy credit in 2024; perfected personnel; adjusted the 2025 plan targets; organized the launch of "Savings Month to join hands for the poor in 2025"...

As of March 31, 2025, the policy credit activities of the VBSP basically achieved and exceeded the targets and plans according to schedule; the quality of operations of the Savings and Credit Group was better; overdue debts decreased; the number of sample transaction points increased... The total policy credit capital reached 6,351,596 million VND, an increase of 3.2% compared to the beginning of the year, of which: Capital received for investment trust at the local level reached 830,982 million VND, an increase of 171,200 million VND (an increase of 25.9%) compared to the beginning of the year, accounting for 13.1% of the total capital, of which: provincial budget capital was 487,942 million VND, district budget capital was 337,475 million VND, and Vietnam Fatherland Front Committee capital was 9,870 million VND.

Loan turnover in the first 3 months of the year was VND 562,397 million/10,856 poor households and other policy beneficiaries receiving loans; debt collection turnover in the first 3 months of the year was VND 381,953 million. By March 31, 2025, the total outstanding policy credit balance reached VND 6,335,104 million/100,048 households/2,457 savings and credit groups, an increase of 3.0% compared to the beginning of the year; Total overdue debt and frozen debt accounted for 0.13%/total outstanding debt, a decrease of 0.02% compared to the beginning of the year...

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep - Head of the Board of Directors of the Bank for Social Policies of Lam Dong province, requested the Board of Directors to draw lessons from some contents for the Board of Directors meetings; including analyzing indicators to evaluate results and to see the effectiveness of operations, as well as identifying existing causes... In particular, there was the fact that departments and branches streamlined their apparatus, but the Board of Directors did not promptly adjust the members; many Savings and Credit Groups dropped to average rank (a fair decrease); branch operations were still passive in the current practical innovation requirements; especially the work of advising the Board of Directors on credit interest rates, on organizational structure...

The Head of the Board of Directors also requested the VBSP and political organizations to ensure stable operations until the implementation of a two-level government; review the content of the consultation and proposal for the Board of Directors to recommend to the Chairman of the Board of Directors of the VBSP on the organizational structure when there is only a two-level government; inspection and supervision work should focus on the mindset and psychology of operations in the new situation...
