Deputy Prime Minister directs to remove difficulties for 4 key transport projects

Considering the report of the Ministry of Construction (Document No. 211/BC-BXD dated September 10, 2025) on the results of removing difficulties and obstacles at 04 expressway projects of Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh sections of Inspection Team No. 01, Permanent Deputy Prime Minister Nguyen Hoa Binh has the following comments:

Implementing the conclusions of the Inspection Team, up to now, the progress of 04 projects has basically met the requirements, completed the technical traffic on August 19, 2025 about 83.97/231.27km (through Da Nang City 11.47km; through Gia Lai province 72.5km), however, 04km of section Km16+700 - Km19+800 of the Quy Nhon - Chi Thanh section component project has not been completed as planned.

Research on specific mechanism to provide enough asphalt concrete for Quy Nhon - Chi Thanh Project

To ensure the progress of project completion, Permanent Deputy Prime Minister Nguyen Hoa Binh - Head of Inspection Team No. 1 requested relevant agencies and units to urgently carry out the tasks as requested by the Ministry of Construction in the above document, specifically the People's Committee of Da Nang City and the People's Committee of Quang Ngai Province to urgently complete the site clearance work for the remaining locations and sections before September 20, 2025; at the same time, continue to organize dialogues and propaganda so that people agree and support the compensation policies according to regulations and the compensation and support commitments of investors and contractors.

The People's Committee of Dak Lak province directed the competent authorities to study the specific mechanism applicable to the project and current mineral exploitation procedures, complete the procedures for expanding the quarry area of Phu Yen Road Management and Repair Joint Stock Company (in Tan Lap village, Tuy An Nam commune, Dak Lak province) before September 20, 2025 to be able to exploit and supply enough asphalt concrete stone for the Quy Nhon - Chi Thanh section component project; at the same time, extend and increase the capacity of Huy Thien Phu quarry to be ready to supply stone for the Quy Nhon - Chi Thanh section component project only if the quarry exploitation procedures of Phu Yen Road Management and Repair Joint Stock Company do not meet the schedule.

Closely control construction progress and quality, promptly handle contractors behind schedule

The Deputy Prime Minister requested the Ministry of Construction to continue to direct investors and contractors to strictly control the progress, quality of works, traffic safety, labor safety, environmental sanitation, fire prevention and fighting during the construction process of contractors; closely monitor contractors who are behind schedule in the final stage of the project; direct Project Management Board 85 to closely coordinate with the functional agencies of Dak Lak province in the process of completing procedures for asphalt concrete stone material mines, ensuring quality, sufficient supply, and supply capacity according to construction progress.

Leaders of Project Management Boards and contractors must regularly and directly be at the site to direct, manage and promptly resolve difficulties and problems during the construction process; promptly handle contractors who are behind schedule, violate contract regulations and have solutions to organize construction to ensure completion according to the set progress milestones.

Project Management Boards are responsible for inspecting and urging contractors to seriously implement instructions on progress and quality of works, have detailed implementation plans, plans to mobilize equipment, human resources, and materials to complete construction according to required schedule.
