The Resolution of the 17th Congress of the Hai Duong Provincial Party Committee for the 2020-2025 term proposed three key projects, including: the North-South axis road of Thanh Mien district (connecting with the Hanoi-Hai Phong expressway interchange and provincial road 392 of the old Binh Giang district); technical infrastructure, information technology services of e-government and smart cities; Training, Coaching and Sports Competition Center of the provincial cultural and sports complex. To date, two-thirds of the projects have been put into operation.

Data Center - The core of digital transformation

As one of the three key projects of the 2020-2025 term of Hai Duong province, the technical infrastructure and information technology services of e-government and smart cities have now been basically completed.

In particular, the Data Center (DC) of the old Hai Duong province has been in operation since January 2024, located at the Eastern Cultural Center with a modern and synchronous system of machinery and equipment. The Cyber Security Monitoring System (SOC) has been deployed since December 2024 with 7 components to monitor the Data Center.

The Data Center (DC) of the old Hai Duong province has been invested with a modern machinery system and has been in operation since January 2024, located at the Eastern Cultural Center.

The Intelligent Monitoring and Operation Center (IOC) will also be operational from the beginning of 2025. The system is being installed and operated at the Data Center (DC Xu Dong).

Entering this center, you will feel the modernity, intelligence and usefulness when all the parameters of the new Hai Phong city are being updated and integrated here every day, every hour.

After the province merger, the IOC system has built 9 criteria, including: public service indicators; budget revenue and expenditure; public investment disbursement; FDI investment; implementation of Resolution No. 57; population data; traffic camera monitoring; management of executive documents; and recommendations. The data are vividly presented through maps, tables, and colors instead of traditional data reports.

The Intelligent Monitoring and Operation Center (IOC) of Hai Duong province, now Hai Phong city, has come into operation with many applications. — The 9 criteria established at IOC are an important source of data serving the leadership, direction and administration of the current Hai Phong city government.

"With synchronous, unified and large-scale investment, technical infrastructure and information technology services of e-government and smart cities are basically guaranteed. After the merger, the Data Center and systems have been and are being updated. The reporting data from the center is important material serving the direction, operation and implementation of state management tasks in Hai Phong city", said Mr. Do Duc Thuat, Deputy Director of the Center for Information Technology and Communications (Department of Science and Technology).

Currently, the Department of Science and Technology is continuing to coordinate with units to build operating scenarios on IOC and integrate other important data of the new Hai Phong city.

Thanh Mien North-South Axis Road - "dream road"

The North-South axis road of Thanh Mien district connecting the Hanoi-Hai Phong expressway intersection and provincial road 392 of Binh Giang district (old) was opened to traffic on April 19, 2025.

"Dream road" is the word many people in Bac Thanh Mien commune use when talking about the newly completed North-South axis road.

The starting point of this road is at the intersection of Provincial Road 392 in Nhan Quyen Commune, the old Binh Giang District, the end point connects with the East-West axis, the old Hai Duong Province. The length of the route is about 6.6 km, the cross-section of the road is 12 m.

According to the target direction of the 17th Congress of Hai Duong Provincial Party Committee for the 2020-2025 term, the province strives to become a modern industrial province by 2025 and a modern industrial province by 2030. To achieve this goal, the transport infrastructure system must be one step ahead to facilitate regional and extra-regional connectivity, creating new development momentum.

Therefore, the route invested in the two districts of Thanh Mien and Binh Giang, two old localities that prioritize attracting investment in industrial parks and clusters, has opened up new spaces, unleashed economic development potential, and improved people's lives.

Mr. Nhu Xuan Tran, who demolished 3 houses of himself and his 2 sons, handed over 140 ^square meters of land that had to be recovered to the State to carry out this project, was excited to see the result today: a new, spacious and beautiful road.

"Every afternoon when we exercise on the sidewalk of this road, we tell each other this is truly a dream road, never thinking that one day our hometown would be so spacious," said Mr. Tran.

Officials, civil servants and workers at Project Management Office 2, Tay Hai Phong Construction Investment Project Management Board review key projects for the 2020 - 2025 term.

In just 1 year, the North-South axis road project of Thanh Mien district was completed thanks to the great efforts of the government and the consensus of the people.

"In order for the road to be completed and opened to traffic on April 19 as planned, there was the attention and direct leadership of the former leaders of the Hai Duong Provincial People's Committee, the determination of the People's Committee and the Land Clearance Council of Thanh Mien and Binh Giang districts, the efforts of the project management board's officers and employees, the high determination of the contractors, and the consensus of the local people," affirmed Mr. Dang Quang Giao, Head of Project Operation Department 2, Tay Hai Phong Construction Investment Project Management Board.

The Sports Training, Coaching and Competition Center project is being reviewed.

Regarding the Sports Training, Coaching and Competition Center Project in the Provincial Cultural and Sports Complex, the People's Council of Hai Duong province previously decided on the investment policy with a total investment of 790 billion VND.

The project is implemented in Thach Khoi ward and Lien Hong commune (old Hai Duong city). After the merger of Hai Duong province and Hai Phong city, the Tay Hai Phong Construction Investment Project Management Board and related units are coordinating to research and review to propose adjustments to the investment scale, items and works to suit practical requirements after the merger, both to meet the needs of the people and to ensure optimal and effective socio-economic development.

The project is attracting much attention from the public and is expected to become a new cultural and sports destination in the western part of Hai Phong city.
