Deputy Prime Minister Nguyen Chi Dung inspected the implementation of projects serving the APEC 2027 Conference.

On the afternoon of September 23, Party Central Committee member, Deputy Prime Minister Nguyen Chi Dung came to inspect and work on the implementation of infrastructure projects serving the APEC 2027 Conference. Attending the conference were comrade Nguyen Tien Hai - Party Central Committee member, Secretary of the An Giang Provincial Party Committee; Alternate Party Central Committee member, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung, provincial departments, branches, Phu Quoc Special Zone People's Committee, representatives of project investors.

According to the People's Committee of An Giang province, as of September 22, the province has partially adjusted the general planning of Phu Quoc special economic zone, accordingly, the province has adjusted and added 23 construction locations for projects serving the APEC Conference and other projects in Phu Quoc. Based on the approved general planning, the People's Committee of the province has completed the establishment and approval of zoning plans for APEC projects.

For the group of 10 public investment projects, there are currently 8 projects that have been approved and selected contractors; 1 Duong Dong 2 Lake project is waiting for partial adjustment of Phu Quoc's general planning. Particularly for the urban metro line project, section 1, the Provincial People's Committee is submitting to the Ministry of Finance and the Prime Minister for consideration and adjustment of the capital structure.

For 11 investment projects under the public-private partnership (PPP) and business investment methods, of which 7 projects have selected investors; 4 projects have not yet selected investors. The province is urgently inspecting, urging, and directing investors and presiding agencies, requesting to accelerate the project implementation progress to ensure proper procedures and regulations, and quality of works in the shortest time according to the direction of the Government and the Deputy Prime Minister.

The total capital allocated in 2025 is over VND 4,216 billion for 9 projects, of which the central budget capital is VND 2,751 billion and the local budget capital is VND 1,465 billion. To date, over VND 558 billion has been disbursed, reaching 13.24% of the plan.

At the meeting, the People's Committee of An Giang province proposed that the Government and the Deputy Prime Minister consider and approve a number of related proposals to remove difficulties and obstacles in the implementation of projects serving the APEC Conference. Specifically, the province proposed that the Government support investment capital for two coastal routes in Phu Quoc; approve the province to apply special mechanisms and policies in granting mineral exploitation licenses to serve key national projects and works, the 2027 APEC Conference and the province's public investment;

Regarding the capital structure of the APEC Avenue project, the Provincial People's Committee proposed that the Deputy Prime Minister and the Ministry of Finance approve the reduction of the project scale, with an estimated total investment of about VND 1,100 billion, using all public investment capital guaranteed by the State budget.

Regarding land acquisition, the province proposed that the Government approve the policy for the province to apply temporary resettlement policies to projects serving the APEC conference similar to urban area projects stipulated in Clause 7, Article 111 of the Land Law and to acquire land before resettlement arrangements.

The province recommends that the Government soon issue a Decree detailing the project applying the type of build-transfer contract (BT contract) so that the province has a basis to carry out investment policy procedures, approve projects and select investors according to regulations; recommends that the Government and the Prime Minister decentralize to the People's Committee of An Giang province to organize environmental licensing for the Phu Quoc International Airport project; agrees to let the People's Committee of An Giang province hand over the remaining state to the investor of the aviation infrastructure assets at Phu Quoc Airport managed by the province (assigned by the Ministry of Construction) in parallel with hiring a consulting unit to determine the value of the assets...
