Deputy Prime Minister Ho Duc Phoc is Head of the Central Steering Committee for reforming salary policies, social insurance and incentives for people with meritorious services.
The Deputy Heads of the Central Steering Committee are the Minister of Home Affairs (Permanent Deputy Head) and the Minister of Finance .
Members of the Central Steering Committee include: Minister of National Defense; Minister of Public Security; Minister of Justice; Minister of Education and Training; Minister of Health; Minister of Science and Technology; Minister of Culture, Sports and Tourism; Deputy Minister of Home Affairs; Deputy Minister of Finance; Deputy Governor of the State Bank of Vietnam; Deputy Head of the Government Office; Deputy Head of the Central Organization Committee ; Deputy Head of the Central Policy and Strategy Committee; Deputy Head of the Central Propaganda and Mass Mobilization Committee; Deputy Head of the Central Office; Deputy Head of the National Assembly's Committee on Culture and Social Affairs; Deputy Head of the National Assembly's Economic and Financial Committee; Deputy Head of the National Assembly's Delegation Affairs Committee; Deputy Head of the National Assembly Office; Deputy Chief Prosecutor of the Supreme People's Procuracy; Deputy Chief Justice of the Supreme People's Court; Vice President of the Vietnam General Confederation of Labor.
Tasks of the Central Steering Committee
The Central Steering Committee is responsible for researching, developing and urging the implementation of the tasks stated in Resolution No. 27-NQ/TW dated May 21, 2018 of the 7th Conference of the 12th Central Executive Committee on reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises; Resolution No. 28-NQ/TW dated May 21, 2018 of the 7th Conference of the 12th Central Executive Committee on reforming social insurance policies; Resolutions and Action Programs of the Government to implement Resolution No. 27-NQ/TW and Resolution No. 28-NQ/TW. In which:
Regarding salary policy , including:
- Basic salary, the relationship between the lowest - average - maximum salary levels and the salary correlation of cadres, civil servants, public employees in various professions and armed forces; salary scales, salary tables; civil servant ranks, professional titles of civil servants, positions, equivalent leadership titles, salary grades; salary increase; salary payment regime and allowance regimes for salary earners in the state sector (from central to commune level);
- Salary for employees working in enterprises, agencies, organizations, cooperatives, households, and individuals that hire or employ employees to work for them according to agreement.
Regarding social insurance policies including: Compulsory social insurance; Voluntary social insurance; Supplementary retirement insurance; Social retirement benefits.
Regarding preferential policies for people with meritorious services , including: Monthly preferential allowances and one-time allowances for people with meritorious services to the revolution; Other preferential policies for people with meritorious services.
The Central Steering Committee is also responsible for coordinating with ministries and agencies to research socio-economic policies related to wage policies, social insurance and preferential treatment for people with meritorious services as assigned by the Prime Minister; assisting the Prime Minister in monitoring and urging ministries, branches and localities in implementing wage policies, social insurance and preferential treatment for people with meritorious services; solutions to create resources for reforming wage policies and social insurance policies; proposing measures to promptly handle new issues arising in the process of implementing wage policies, social insurance and preferential treatment for people with meritorious services.
Powers of the Steering Committee
The Central Steering Committee has the right to establish an Editorial Team to assist the Steering Committee in implementing tasks related to reforming salary policies, social insurance and preferential treatment for people with meritorious services.
Be invited to attend meetings chaired by the Prime Minister or Deputy Prime Minister, meetings of ministries, branches, and local authorities related to the tasks of the Steering Committee; invite leaders of ministries, branches, localities and representatives of other relevant agencies and organizations to attend meetings and working sessions of the Steering Committee.
The Central Steering Committee has the right to request ministries, branches, localities, state agencies, organizations and individuals to provide information and documents serving the implementation of the tasks of the Central Steering Committee.
Organize working groups, urge and promote the implementation of tasks, solutions and plans on reforming salary policies, social insurance and incentives for people with meritorious services.
The Steering Committee operates on the principle of democratic centralism, promoting the responsibility of the leader. The members of the Steering Committee operate according to the Steering Committee's Operating Regulations issued by the Head of the Central Steering Committee.
This Decision takes effect from July 3, 2025 and replaces Decision No. 1012/QD-TTg dated June 28, 2021 of the Prime Minister on strengthening the Central Steering Committee on reforming wage policies, social insurance and incentives for people with meritorious services.
