
Regarding the issue of collecting taxes on business households (eliminating lump-sum taxes), Deputy Prime Minister Ho Duc Phoc affirmed that the abolition of lump-sum taxes is completely correct. However, the Ministry of Finance needs to study and advise competent authorities to regulate lump-sum tax packages at taxable revenue levels to facilitate poor households and small businesses, ensuring people's livelihoods.
“For example, small businesses with revenue under 1 billion VND should be contracted, because if they issue invoices, these businesses will be at a disadvantage because without input invoices, they will not be able to get tax refunds, affecting the poor and disadvantaged.
In essence, household tax has three taxes: business license tax, value added tax (VAT) and personal income tax. As for business households with large revenue of over 1 billion VND and stable business locations, we collect according to invoices, which is both transparent and prevents revenue loss, but also creates conditions for these business households to grow and become enterprises," said the Deputy Prime Minister.
Speaking at the end of the question and answer session on the financial sector, Politburo member and National Assembly Chairman Tran Thanh Man emphasized that the question and answer session was lively, the basic questions were closely related to the question and answer session, the content was specific, clear and concise, the Minister of Finance was well prepared, answered fully, and went straight to the issues raised by the delegates to conclude the question and answer session.

The National Assembly Chairman requested the Minister of Finance, the Government, and relevant ministries and branches to absorb the opinions of National Assembly deputies and focus on key issues. In particular, strengthening discipline and order in state budget finance, promoting digital application and transformation, improving the effectiveness and efficiency of state budget revenue and expenditure management. Allocating sufficient state budget resources to accelerate the implementation of Politburo Resolutions on science and technology, innovation, law-making, reforming the apparatus, exempting and reducing tuition fees according to the roadmap. Accelerating the disbursement of public investment capital, decentralization, decentralization, reform, reduction and simplification of administrative procedures related to investment, production and business activities.
Along with that is perfecting the mechanism for monitoring and evaluating the effectiveness of corporate governance, restructuring finance, capital, and assets, streamlining the organization and personnel to optimize costs, improve labor productivity, and focus on investment in key and sustainable industries and fields.
The National Assembly Chairman also proposed to effectively implement the Politburo's Resolution on private economic development and the National Assembly's Resolution on a number of special mechanisms and policies for private economic development. Study and propose amendments to the Law on Support for Small and Medium Enterprises. Review and complete the legal framework on individual businesses, encourage business households to transform into traditional enterprises. Provide specific guidance on eliminating lump-sum tax for capital-based business households.
In addition, it is necessary to proactively grasp and promptly handle difficulties, quickly resolve investment procedures, accelerate the progress of large FDI projects, and prioritize high-tech enterprises with high added value. There is a plan to transfer technology and cooperate with domestic enterprises to completely handle projects that cause environmental pollution, inefficient land use, and failure to properly implement investment commitments.
The National Assembly Chairman also requested to complete regulations on industrial zones, economic development zones, ecological industrial zones, and coastal economic zones. Accelerate decentralization and delegation of power to improve the effectiveness of state management of industry and economic zones.
