In Lien Dinh village (Loc Ha commune), the Deputy Prime Minister visited the family of Ms. Tran Thi Sach, a poor household, a policy family with especially difficult circumstances. The house had its roof blown off and property damaged after the storm. Witnessing the situation with his own eyes, the Deputy Prime Minister expressed his sympathy and encouraged the family to soon overcome difficulties and stabilize their lives.

Presenting gifts to the families, the Deputy Prime Minister requested local authorities to make a complete, accurate and public list to promptly provide support to policy-based households, poor households and single-parent households affected by storm No. 5.

The Deputy Prime Minister emphasized: “Policy beneficiaries, poor households, and single people must be taken care of first. Support needs to be implemented immediately, not keeping people waiting, helping them to soon stabilize their housing and living conditions."

In Hoa Binh village (Loc Ha commune), the Deputy Prime Minister visited the family of Mr. Nguyen Quang Tu, whose house had its roof severely damaged after the storm. Here, the Deputy Prime Minister noted that when re-roofing a house, safety must be put first, ensuring the lives of both the people and the supporting forces.

Loc Ha commune needs to consider a long-term plan to prevent people from continuing to live in temporary, dilapidated houses that are vulnerable to natural disasters. “Authorities at all levels must develop a plan to gradually eliminate dilapidated houses, mobilize the participation of the police, military and people to help disadvantaged households have more solid and safe housing,” said the Deputy Prime Minister.

According to the report of the leader of Loc Ha commune, storm No. 5 has caused nearly 1,000 houses in the area to have their roofs blown off, damaged, and many infrastructure works affected. Immediately after the storm, Ha Tinh province supported each commune with 100 million VND to buy necessary supplies and equipment; police and military forces were deployed to support people in overcoming the situation right from the first hours after the storm.

The Deputy Prime Minister praised the locality's "4 on-the-spot" spirit, and requested a full review and statistics of the number of affected households; clearly classifying policy beneficiaries, poor households, vulnerable people, and homeless households to have timely support policies from the Central, provincial and local levels. Communes need to proactively arrange human resources, assign forces to be in charge of each village and residential area, ensuring that all affected households are assisted.

The Deputy Prime Minister emphasized: “The recovery work must be carried out immediately, not just stopping at meetings. The government must specify the address, specific tasks, and assign specific forces so that people can receive timely support. After the storm, what people need most is safe housing and solid homes. This is a responsibility to the people, and also a way to strengthen people's trust."

Inspecting Nga Loc Kindergarten (Truong Luu Commune), where there are 170 children aged 2 to 5 years old with 14 teachers, the Deputy Prime Minister paid special attention to the early cleaning and repair so that the children can return to class. He directed the locality to mobilize the police force, youth union, and parents to join in cleaning up and repairing fallen and damaged trees; at the same time, re-check the safety of the construction after the storm to ensure peace of mind for teaching and learning.

“The most important thing right now is to act immediately, to organize forces to go to each specific address to clean up and repair. Schools are the number one priority so that children can go to school soon. The four on-site factors must be maximized: on-site forces, on-site command, on-site means and on-site logistics,” the Deputy Prime Minister emphasized.

The emergency support of 100 million VND per commune in Ha Tinh province can only solve the immediate problem. It is necessary to calculate fundamental and long-term solutions such as investing in solidifying schools, eliminating temporary structures, and ensuring safety for teachers and students.
