Deputy Prime Minister requests 3 provinces to provide sand for Can Tho expressway project

The Government Office has just issued a document conveying the opinion of Deputy Prime Minister Tran Hong Ha on the supply of sand for the Can Tho - Ca Mau expressway project.

Accordingly, Deputy Prime Minister Tran Hong Ha requested the Chairmen of the People's Committees of An Giang , Dong Thap, and Vinh Long provinces to consider and resolve, within their authority and in accordance with the provisions of law, the issuance of "Confirmation" for 6 sand mines for which the contractor has submitted documents to fulfill tax and fee payment obligations and can be exploited in February 2024 ( An Giang province has 5 mines, Vinh Long province has 1 mine).

The People's Committee of An Giang province needs to proactively handle procedures for the 5 mines that have been completed by contractors. Along with that, support contractors to exploit the maximum operating capacity of equipment, vehicles and mining time during the day to ensure mining output.

At the same time, based on the actual exploitation situation of the mines granted to the project, review and assess the approved environmental impact to consider and have a plan to adjust and increase the exploitation capacity of sand mines if qualified.

The Deputy Prime Minister requested localities to review sand mines in operation and new mines in the area (especially An Giang and Vinh Long provinces), prioritize mines that have been extended, increase capacity to supply the project and assign new mines to contractors to carry out exploitation procedures to ensure sufficient capacity to supply the construction site with the amount of sand assigned by the Prime Minister by June 30, 2024.

In addition, the Deputy Prime Minister assigned the People's Committees of Tra Vinh and Soc Trang provinces to direct relevant departments, branches and sectors to closely coordinate with the Ministry of Natural Resources and Environment, investors and contractors to implement procedures for handing over sea sand mines to contractors for exploitation according to specific mechanisms in resolutions of the National Assembly and the Government.

The People's Committees of provinces with sources of sand for filling (Tien Giang, Soc Trang, Tra Vinh, Ben Tre...) support investors and contractors in accessing and surveying river and sea sand mines in the province.

The Can Tho - Ca Mau Expressway project started construction in early 2023, but to date the construction output has only reached more than 20% of the contract value (reaching more than VND 3,800 billion/VND 18,800 billion). The main reason for the delay is the lack of sand materials for the roadbed.

According to the investor representative, the total demand for sand for the project is very large (about 18.4 million m3). However, in reality, the licensed mines and their exploited capacity are very limited, so they cannot meet the project's progress requirements.
