Commune-level combat drills within the defense zone are the highest and most comprehensive form of integrated training for the political system at the commune level. They operate under a mechanism where the Party committee leads, the government manages, and the military command takes the lead in coordinating with the police, the Vietnam Fatherland Front Committee of the commune, and other relevant departments and organizations to advise and organize implementation. The aim is to maintain political stability, social order and security, contribute to socio-economic development, strengthen national defense and security, and proactively prevent and effectively handle situations at the grassroots level.

Localities participating in the exercises have identified the commune/ward combat drills within the defense zone as a key political task for the year. Given the current two-tiered local government model, the standing committees of the communes/wards have proactively issued documents to guide and direct the preparation for the exercises, and organized meetings of the exercise organizing committee to implement preparatory work. Currently, localities are continuing to draft further documents to guide, direct, and coordinate the preparation and execution of the exercises according to regulations.

He stressed that the members of the Steering Committee, the Organizing Committee, the subcommittees assisting the provincial exercise, and the Party Committees and People's Committees of the 32 communes and wards, especially Krong Buk commune (the first pilot commune in the province), must demonstrate a high sense of responsibility, proactively coordinate closely, and effectively implement the tasks to ensure the "DT-26" exercise is conducted according to plan and achieves good results.
