Specifically, in early November 2025, BoA granted ISO/IEC 17025:2017 certification to the Laboratory under the Quality Management Board (now the Quality Safety Board) - Binh Son Refining and Petrochemical Joint Stock Company ( BSR ), code VILAS 456, valid until 2030. This is an international standard on the capacity of testing and calibration laboratories, affirming that BSR fully meets the requirements for quality management systems and reliability of test results.
Notably, BSR Laboratory was first granted VILAS 456 certification by BoA in 2010, and has continuously maintained and expanded the scope of recognition through periodic assessments.

According to the accreditation decision, BSR Laboratory is allowed to perform 67 tests in the field of petrochemical refining, including gasoline, diesel, aviation fuel, LPG, crude oil products... In particular, the accreditation scope is expanded to new products such as PP plastic beads, biofuel products (E10, B5, B10) and sustainable aviation fuel SAF (Sustainable Aviation Fuel) - BSR's strategic product line in the trend of global emission reduction.
In the context of the Government implementing a roadmap for using E10 biofuel and B5, B10 biodiesel to reduce emissions and protect the environment, while promoting research and application of Sustainable Aviation Fuel - SAF, the fact that BSR Laboratory meets ISO/IEC 17025:2017 standards is of special significance.
First, the Department will ensure the quality of biofuels and SAF, which require strict control of chemical composition, oxidation stability, impurity content and safety indicators. With a wide range of accreditations, BSR is fully proactive in assessing these parameters right at Dung Quat Oil Refinery.
In addition, international standard inspection capacity helps BSR meet legal requirements, while creating market confidence in the green energy transition and sustainable aviation fuel development.
Mr. Pham Cong Nguyen - Head of Quality Safety Department emphasized: “ISO/IEC 17025:2017 is the foundation for BSR to control the quality of biofuels and sustainable fuels, accompanying the Government in the strategy of sustainable development and international integration. Achieving ISO/IEC 17025:2017 will help BSR save costs and time by not having to send samples outside; Proactively control product quality, meet legal and customer requirements; Increase prestige and international integration, facilitate exports and expand domestic and international technical cooperation”.
To ensure the Laboratory Management System operates effectively and continuously improves, BSR Quality Safety Department has implemented many key activities such as training and assessing the capacity of engineers and analytical staff. Every year, hundreds of internal training sessions and testing capacity assessments for employees are organized. In 2025 alone, 1,125 testing capacity assessments and more than 100 OJT training sessions were conducted on 89 analytical indicators, ensuring that the human resources are proficient in equipment and analytical methods.
In addition, the Laboratory has actively carried out thousands of periodic inspections to maintain the accuracy and stability of the equipment. In 2025, 8,099 inspections, calibrations and maintenance of analytical equipment were recorded, ensuring that the equipment is always ready for analysis.
BSR Laboratory also participates in national and international proficiency testing programs for interlaboratory comparison, improving the reliability of results. In 2025, the Board participated in 11 proficiency testing sessions with hundreds of indicators, achieving an excellent Z-score ≤ 2. At the same time, 03 interlaboratory comparisons were organized with the participation of more than 20 laboratories from domestic units, contributing to standardizing methods and improving analytical capacity in the system.
These activities not only ensure the maintenance of ISO/IEC 17025 certification but also improve technical capacity to meet quality control requirements for new products such as E10, B5, B10 and SAF.
