Early in the morning, Mr. NBĐ (65 years old), living in Suoi Da quarter, Phu Quoc special zone, sat in front of his house drinking coffee, watching the excavators diligently digging the foundation for the Phu Quoc International Airport expansion project. "Before, when we heard about the land clearance for the project, everyone was worried. Now that the officials have come to our house to explain and guide us, we feel more secure," said Mr. NBĐ.
Phu Quoc is currently preparing for more than 77 key projects and works, with a resettlement demand of up to 13,479 plots. The 21 projects serving APEC 2027 alone require 3,664 resettlement plots, unprecedented numbers, challenging the special zone's resources.
On June 28, during a field inspection, Party Central Committee member and Deputy Prime Minister Nguyen Chi Dung emphasized: “Land clearance is always complicated, requiring high political determination and consensus from the people. Ensure legitimate rights, handle promptly, and avoid prolonged complaints.”
According to Mr. Huynh Van Dinh - Head of the Department of Agriculture and Environment of Phu Quoc special zone, to remove the bottleneck of land clearance, the special zone government is rapidly implementing 4 resettlement areas: Ho Suoi Lon, An Thoi, Cua Can and Ham Ninh, with a total land fund of about 9,400 plots. Each resettlement area is not only a land solution, but also carries the aspiration to create a new, more stable and civilized life for the people.
Ho Suoi Lon resettlement area is over 30 hectares, expected to create 900 plots, affecting 259 plots of land and 88 houses, expected to be completed in August 2026. An Thoi resettlement area - a key project in the South - is over 23 hectares, about 1,200 plots. The two resettlement areas of Cua Can and Ham Ninh are over 200 hectares, expected to provide over 7,300 plots, solving bottlenecks in the projects.

According to the Department of Agriculture and Environment of An Giang province, the unit has established a steering group and developed a plan to implement land acquisition, compensation, support, resettlement, site clearance and ensure construction material sources for projects serving APEC events.
The Department assigned the Land Registration Office to organize the extraction of cadastral records and draft the land recovery notice; assigned the Center for Natural Resources and Environment Engineering to preside over and coordinate with the Land Registration Office to establish 15 teams to conduct measurements and inventories of land, houses, architectural structures, plants and crops; directed and assigned the teams to perform on the basis of projects and works in a suitable manner and to ensure the proposed implementation progress.
The Department of Agriculture and Environment also coordinates with the People's Committee of Phu Quoc special zone where the project is implemented to announce the planning, implement the measurement and inventory plan and notify land recovery to each affected person in the project and construction area before conducting measurement and inventory.
The time for land acquisition shall not exceed 270 days. In addition, depending on the actual situation and the urgency and necessity of each project, survey teams may be mobilized and increased between projects to ensure progress.
For works and projects involving forest land, the Forest Protection Department shall preside over the inspection, supervision and appraisal of the results of the current status investigation; coordinate with forest users to inspect, supervise and appraise the timber recovery plan, and carry out procedures for changing the purpose of forest use according to regulations after the results of the forest status inventory are available. The work of changing the purpose of forest land is carried out simultaneously with the work of measuring, counting and making plans for compensation, support and resettlement.

Building the image of civilized Phu Quoc
Along with the site clearance work, Phu Quoc has promoted urban beautification such as clearing sidewalks, temporary markets, removing roofs, and restoring clear roads and sidewalks. Since the beginning of 2024, more than 1,375 inspections have been conducted, hundreds of violations have been handled, 33 cases of forced land repossession have been completed, 53 households have voluntarily returned their land, and joined hands in beautifying the urban space.
Roads such as Ngo Quyen, Nguyen Trung Truc, Hung Vuong, 30 Thang 4... are more spacious and airy. People and tourists are gradually seeing a green - clean - beautiful, civilized Phu Quoc, ready to welcome APEC and international conferences. Mr. NBĐ shared: "From now until APEC 2027, Phu Quoc will change a lot; the economy - society will certainly develop remarkably...".

Along with 4 resettlement areas, a series of large projects such as the expansion of Phu Quoc International Airport (over 200ha), Cua Can reservoir, Duong Dong 2 lake, APEC boulevard, waste treatment plants, Bai Dat Do mixed urban area, Ong Quan mountain eco-tourism area... are "racing" against time. These are not only projects serving APEC, but also "infrastructure of trust" for the long-term development journey.

The document emphasizes the request for organizations and individuals to immediately stop encroachment, camping, trading, and gathering goods on public land. If they do not voluntarily comply, after 5 days, the authorities will inspect and strictly handle according to regulations, contributing to building the image of Phu Quoc as a neat, civilized, and worthy of an international event city. |
