At the meeting with the health sector, leaders of the Department of Health and representatives of some units under the Department highlighted the difficulties and problems of the sector and units, especially after the merger of the three provinces of Vinh Phuc, Hoa Binh and Phu Tho.
Director of the Department of Health Le Hong Trung said that the whole province has more than 17,000 medical staff including both permanent and contract workers, more than 30 regional medical centers with a total capacity of more than 8,300 hospital beds, and many commune-level medical stations.
Maintaining medical staff is facing some difficulties in mountainous and poor communes. Some medical facilities are degraded and lack emergency equipment. Medical staff face many difficulties in living conditions when working away from home.
The leaders of the Department of Health proposed solutions to stabilize the apparatus and develop a strategy for the development of the provincial health sector in the coming time, including recommendations on financial mechanisms, the use of health staff, and proposing to the province to issue a specialized resolution on health.

After listening to the opinions of the delegates attending the conference, Provincial Party Secretary Dang Xuan Phong concluded: The health sector needs to innovate its thinking in a comprehensive, synchronous, and breakthrough manner to meet the needs of people's health care in the new period. The sector needs to have a sustainable development strategy, with the vision of Phu Tho being the health center of the midland and mountainous region of the North.
The healthcare sector must be a pioneer in digital transformation, applying artificial intelligence, developing smart hospital models, family doctors, and healthcare models for the elderly.
The Provincial Party Secretary said: “In the past, parents took their children to school, and now children take their parents to the hospital. Healthcare is a special sector, requiring a special approach and special policies.” The province will balance resources to prioritize the healthcare sector, expanding socialization in places with sufficient conditions.
* At the working session with the education and training sector, Director of the Department Trinh The Truyen reported: Phu Tho province has a large educational scale, with 1,957 educational and training establishments and nearly 1 million students, trainees and preschool children. The total number of cadres, teachers and employees in the sector is 60,866 people, including both permanent and contract employees.
The province is currently short of 2,473 positions compared to the target set for 2025 in a number of subjects, especially foreign languages, information technology, music, and fine arts. Additional investment is needed in teaching equipment to meet the requirements of the new curriculum and the trend of digital transformation in education.

The delegates at the conference gave many specific opinions and suggested solutions and approaches for the education and training sector, such as: rearranging the school system to ensure more efficiency and suitability; taking care of disadvantaged groups and areas with many difficulties; increasing investment in education to be worthy of the position of "top national policy"; making breakthroughs in digital transformation, teaching English, and IT; and socializing education.
Concluding the conference, Provincial Party Secretary Dang Xuan Phong acknowledged and highly appreciated the results of the education and training sector and said that the sector must set high goals, at the right level and scale of the province; maintain its current position. The sector must clearly identify the contents that need to be pioneering and breakthrough.
Agreeing with the recommendations of the Department of Education and Training, the Provincial Party Secretary directed the Provincial People's Committee to focus on solving the shortage of teachers; investing in building national standard schools; and prioritizing the budget for education.

Regarding the management of the two health and education sectors, the Provincial Party Secretary requested innovation in the direction of increasing decentralization and delegation of authority, combined with inspection and supervision. He emphasized: Phu Tho Province is one, so policies, including finance, personnel, and decentralization mechanisms must be synchronous and consistent. By January 1, 2026, the whole province will only have general policies, implemented uniformly throughout the province.
The Phu Tho Provincial Party Committee will issue a Resolution on public health care and a Resolution on human resource development to 2030, with a vision to 2045, as a basis for mobilizing resources, removing mechanisms, and creating conditions for the province's health and education sectors to develop.
