Hiep Phuoc LNG Power Project has not completed the Power Purchase Agreement
The Hiep Phuoc LNG Power Plant Project (phase 1 with a capacity of 1,200 MW, total capacity of 1,500 MW), although expected to generate electricity from 2026, has yet to complete negotiations on the Power Purchase Agreement (PPA) with EVN - a key factor in arranging investment capital. The main problem lies in the failure to agree on the annual contract output (Qc).
The investor - Hiep Phuoc Power Company Limited has completed the construction of the LNG port warehouse and signed a contract to purchase main equipment, but is still waiting for approval of the 1/500 detailed planning to adjust the feasibility study report.
Since 2024, the Ministry of Industry and Trade has warned that many LNG power projects, including Hiep Phuoc, have encountered bottlenecks in the Qc negotiation stage. Investors have requested a Qc ratio of 72-90% to ensure debt repayment and stable operation. Meanwhile, according to Decree 56/2025/ND-CP, the minimum allowed Qc ratio is only 65% within a maximum repayment period of 10 years.
Currently, the Ho Chi Minh City People's Committee has not yet approved the detailed planning of the land for project implementation, causing the progress to continue to slow down, even though this is an important baseload power project in the Power Plan VIII.

In 2025, the province will organize two investment promotion delegations abroad: in Korea (quarter II) and France and some European countries (quarter IV). The fields calling for investment include agriculture, processing, logistics, supporting industries, urban areas, environment, clean energy and climate change adaptation.
In 2024, Vinh Long granted new licenses to 9 projects with a total capital of 1,475 billion VND and 1.72 million USD, and adjusted the capital increase for 9 other projects. Through the promotion program, the province expects to attract strategic capital flows from Korea and Europe to create a breakthrough in economic development.

Additional 71,700 billion VND in public investment capital for 2025
By the end of April 2025, the total allocated public investment capital reached VND869,750 billion, an increase of about VND71,700 billion compared to the original plan assigned by the Prime Minister. The progress of public investment disbursement reached 15.56%, lower than the same period in 2024, but the disbursement value still increased by 16.3%. Many units are still slow to disburse due to lack of guidance for projects without construction components, slow site clearance, entanglement in policy mechanisms and the impact of rising material prices and unfavorable weather.
Total state budget expenditure in the first four months reached VND595,400 billion, of which development investment expenditure reached about VND128,500 billion. The central budget used VND5,850 billion from the reserve fund for urgent tasks and local support.
The Ministry of Finance recommends more drastic solutions: monthly disbursement planning, tightening supervision of large projects, promoting decentralization, and increasing land revenue to ensure resources. Public investment continues to be a key driver of economic growth and recovery in 2025.
