HNP - On August 1 and 2, the Party Committee of Duong Noi Ward, Hanoi City will organize the First Congress of Delegates for the 2025-2030 term. This is an important political event for the Party Committee, government and people of Duong Noi Ward. The Congress is conducted under the motto "Solidarity - Democracy - Discipline - Innovation - Development". The Congress will have 156 outstanding delegates attending, representing over 1,700 party members in the entire Party Committee of the ward.

The Congress is an important political event of the Party Committee, government and people of Duong Noi ward, aiming to decide on the goals, directions and tasks for the ward's development in the period of 2025-2030 and the following years; discuss and contribute opinions to the draft documents submitted to the 14th National Congress of the Party and the draft Political Report submitted to the 18th Congress of the Hanoi City Party Committee.

After 5 years of implementing the Resolution of the Congress for the 2020-2025 term, Duong Noi Ward (old) has achieved and exceeded many of the resolution's targets, creating remarkable and comprehensive changes and progress in economic and social life. The ward's economy continues to develop and achieve a fairly good growth rate, the economic structure has shifted positively and in the right direction. The work of planning, construction, urban management and environmental protection has been focused on and implemented drastically, contributing to making the urban appearance of the ward change in a modern and civilized direction. The fields of land management and site clearance have been implemented drastically and synchronously, achieving positive results.

Cultural development and building elegant and civilized Hanoians continue to receive attention and achieve positive results. The movement "All people unite to build a cultural life" and the movement "Good people, good deeds" have been widely and effectively implemented; up to now, the whole ward has 95.4% of households and 100% of residential groups achieving the cultural title. Education and training have developed strongly in terms of scale and quality, the school system has been invested in modern and synchronously, well meeting the needs of teaching and learning. Social security work is ensured; the quality of life of the people is increasingly improved. Local defense and military are firmly consolidated; political security, social order and safety are maintained. The system of authorities at all levels has been consolidated and improved, the capacity and effectiveness of management and operation have changed positively. The work of preventing corruption and waste; practicing thrift has been promoted. The Fatherland Front and socio-political organizations of the ward operate practically and effectively. The role of social supervision and criticism is promoted more clearly. Patriotic emulation campaigns and movements are promoted effectively, contributing to consolidating the strength of great national unity, creating social consensus to carry out local political tasks.

The work of Party building and rectification has seen clear changes, the leadership capacity and fighting strength of the Ward Party Committee have been constantly improved. The work of mass mobilization of the government has achieved many positive results; many difficult and urgent issues have been resolved through propaganda, mobilization, persuasion and dialogue. Starting from July 1, 2025, implementing the Central Government's direction on implementing the 2-level local government model, the new Duong Noi ward was officially established with a total area of 7.90 km2; population size is 56,091 people.

The new Duong Noi Ward was formed on the basis of merging most of the natural area and population of Duong Noi Ward (Ha Dong District); part of the natural area and population of the wards: Dai Mo (Nam Tu Liem), La Khe, Yen Nghia, Phu La (Ha Dong) and La Phu Commune (Hoai Duc).

In terms of geographical location, the new Duong Noi ward is located on important traffic axes such as: Thang Long Avenue, National Highway 6, To Huu - Le Van Luong extended road and near Ring Road 4. This area plays the role of a gateway connecting the inner city with satellite cities in the West such as Xuan Mai, Hoa Lac, Son Tay and the Northwestern provinces. Duong Noi ward is also a center of modern urban development, with many model urban areas such as Duong Noi, La Khe, Van Khe, Geleximco, ... contributing to forming a new look for the area.

The 2025-2030 term is the first term in which Duong Noi ward has implemented its tasks with a 2-level local government model. The ward has set out a general goal for the next 5 years, which is: Building a clean and strong Party and political system; promoting all resources, solidarity, creativity, innovation, building a civilized and modern Duong Noi ward, happy people, striving with the nation in the new era".
