Ha Dong Ward: Booyoung International Apartment Project is unfinished in the heart of the city

Contrary to the impressive numbers on paper, for many years, most of the land area of ​​the Booyoung International Apartment project has been fenced off and left vacant.

Expected to bring a new look to Mo Lao urban area, Ha Dong ward, Booyoung International Apartment Complex project invested by Booyoung Vietnam One Member Co., Ltd. is considered one of the most modern apartment complexes in the West of Hanoi .

With a total land area of ​​over 43,127m², a total construction floor area of ​​over 553,000m², divided into 6 plots of land (CT-02, CT-03, CT-04, CT-05, CT-06, CT-07), each building is expected to be 30 floors high and 2 basements, with about 3,482 apartments, the project promises to meet the needs of tens of thousands of residents.

However, for nearly ten years, many plots of land in this project are still unfinished... Contrary to the impressive numbers on paper, most of the land area of ​​the Booyoung International Apartment project is still fenced off and vacant.

Surveying the field, Hanoi Moi Newspaper reporters found that, in addition to the two completed and put into use buildings, many other plots of land have become places for dumping waste, scrap or illegal parking lots. Images at the scene show sloppiness, overgrown weeds, and long-standing waste that emits a foul odor, causing environmental pollution.

A resident living in the project area (who asked to remain anonymous) said: “The Booyoung International Apartment Project has been left fallow for a long time, with weeds growing and stagnant rainwater creating mosquito nests. Not only that, the “suspended” project has also caused the encroachment of roads and sidewalks within the project area for illegal parking, causing traffic insecurity and urban disorder. We have made many requests, but everything remains at a standstill...”.

To find the answer to why the Booyoung International Apartment project is behind schedule, the reporter scheduled a meeting with the People's Committee of Ha Dong Ward.

On September 8, 2025, the People's Committee of Ha Dong Ward issued a response document No. 808/UBND-KTHTDT, signed by Vice Chairman of the People's Committee of the Ward Bui Quang Huy, sent to Hanoi Moi Newspaper, informing about the project's operation status.

The document stated that the Booyoung International Apartment Complex project was granted a Land Use Right Certificate from AD 063577 to AD 063582 by the Hanoi People's Committee for 6 plots of land for apartment construction. The Hanoi People's Committee has also adjusted the investment policy many times, most recently Decision No. 3251/QD-UBND dated June 24, 2024 and the third adjusted Investment Certificate dated July 11, 2024. The Hanoi Department of Construction has issued many construction permits for the project: License No. 80/GPXD dated October 10, 2016 for lot CT-07; License No. 117/GPXD dated December 16, 2016 for lot CT-05; License No. 21/GPXD dated July 19, 2024 for lots CT-02 and CT-06.

Recently, on June 3, 2025, the Department of Construction also issued Document No. 6569/SXD-QLXD requesting adjustments to the detailed planning for lots CT-03, CT-04 and CT-05.

On August 14, 2025, the Hanoi Department of Agriculture and Environment issued Decision No. 1276/QD-SNNMT on the establishment of an interdisciplinary inspection team to inspect the implementation of the decision to extend land use for 24 months for projects in wards and communes; including the Booyoung International Apartment Complex project.

To date, only plots CT-04 and CT-07 have been completed, handed over and put into use. The remaining plots have not yet been constructed, causing public skepticism about the investor’s responsibility and the supervision of the authorities.

The Booyoung International Apartment Project has been unfinished for many years, causing concern among the public and residents because in the context of increasingly scarce inner-city land funds, the fact that tens of thousands of square meters of land have been abandoned for nearly ten years is a huge waste, going against the policy of effective use of land resources of Hanoi city. It is recommended that competent authorities and relevant units soon take measures to promptly resolve the slow implementation of this project.
