The plan for specialized inspection and audit aims to seriously and effectively implement the direction of the Prime Minister and the Government Inspectorate on specialized inspection of works and projects with difficulties, obstacles, slow progress, long-term backlog, low efficiency, and risk of loss and waste in Ho Chi Minh City.
At the same time, proactively inspect and review project works with difficulties and problems that are not subject to inspection for consideration and handling in a synchronous, timely and effective manner.
Through inspection, we aim to detect limitations and inadequacies in management mechanisms, policies and laws in order to have solutions and measures to overcome them. At the same time, we detect violations, clearly identify responsibilities and recommend handling of violations of the law.
The Chairman of the Ho Chi Minh City People's Committee requested that inspections and audits must comply with legal regulations, be democratic, public, objective, timely, accurate, not hinder the normal operations of units, and strictly implement the confidentiality, information, and reporting regimes.
Accordingly, the Department of Finance will compile statistics and make a comprehensive list of works and projects. The Ho Chi Minh City Inspectorate will issue a thematic inspection plan, to be completed before September 15.
In addition, departments, branches and units, according to their functions and tasks, will conduct inspections and reviews of works and projects with difficulties, obstacles, slow progress, long-term backlog, low efficiency, risk of loss and waste not included in the inspection plan, report results and propose solutions before September 15.
Previously, the Government Inspector General issued a plan to conduct specialized inspections of projects and works with difficulties, obstacles, slow progress, long-term backlog, low efficiency, and risk of loss and waste, in accordance with the Prime Minister 's conclusion.
Accordingly, the Government Inspectorate directly inspected 145 projects of central ministries, branches, corporations and general companies with a total investment of over 100 billion VND; inspected a number of large projects of provinces and cities with a total investment of over 1,500 billion VND. Ho Chi Minh City had 20 projects.
In addition, provinces and cities directly inspected 750 projects in the area with a total investment of over 30 billion VND. Ho Chi Minh City has 94 projects.
