The project is located in Tay Tuu, Lien Mac, Minh Khai, Thuy Phuong, and Co Nhue 2 wards (Bac Tu Liem district) with a total land area of approximately 199.03 hectares. The project is invested by Pacific Land Vietnam Co., Ltd. |

The total investment for the project is expected to exceed $1 billion USD. Of this, $250 million USD will be allocated to technical infrastructure, service facilities, high-rise apartments, and dormitories; and $800 million USD will be invested in laboratories, centers, research institutes, and universities. | Regarding the project, on August 28, 2024, the Management Board adjusted the project implementation schedule. On September 29, 2024, the Prime Minister issued Decision No. 1054/QD-TTg on the establishment of the Hanoi Biotechnology High-Tech Park. |

| According to the Hanoi People's Committee, the project's delay is due to several reasons. Specifically, after the adjustment of Hanoi's administrative boundaries (effective August 1, 2008), projects in the city, including the Hanoi Biotechnology High-Tech Park project, had to wait for the approval of the Capital City Master Plan and the Urban Subdivision Plan. |

| In addition, during the implementation process, some changes and inconsistencies in related legal regulations (Investment Law, Land Law, Urban Planning Law, Construction Law) have affected the project's progress. |

| From 2021 to the present, city leaders have paid special attention to directing, urging, and resolving difficulties to accelerate the progress of the project. For example, they have directed the resolution of difficulties regarding the preparation of the zoning plan for the Hanoi Biotechnology High-Tech Industrial Park, at a scale of 1/2000; the project to establish the Hanoi Biotechnology High-Tech Industrial Park; the reimbursement of land compensation funds that the state has advanced and will continue to advance for land compensation; and the adjustment of the project implementation schedule and land compensation work... |

| To date, the project has essentially resolved the difficulties and obstacles regarding the legal basis and mechanisms, allowing for its continued implementation in the coming period. |

At a recent meeting on the project's progress, Chairman of the Hanoi People's Committee Tran Sy Thanh noted that this project has been delayed for a long time. Therefore, resolving obstacles and accelerating the project's progress is an urgent requirement. |

Chairman Tran Sy Thanh requested relevant departments and agencies and the People's Committee of Bac Tu Liem district to focus on directing and striving to approve the zoning plan for the Hanoi Biotechnology High-Tech Industrial Park, at a scale of 1/2000, in March 2025; complete land clearance no later than August 2025 and commence construction before September 2, 2025. |

According to observations by reporters on March 8th, the components of the Hanoi Biotechnology High-Tech Park project have not yet been implemented. |

Currently, the hundreds of hectares of land designated for the project are still being used by residents of Bac Tu Liem district for farming. |
