In Hoa Binh ward, there are 327 people who participated in the resistance war and were exposed to chemical toxins; 31 children of those exposed to chemical toxins are also suffering from severe aftereffects. Joining hands to alleviate the suffering caused by Agent Orange is not only a responsibility but also an expression of gratitude and sharing for the sacrifices of our ancestors for the independence and freedom of our country.

Accompanying the Hoa Binh ward delegation, we visited families affected by Agent Orange in the ward. Each situation presented a unique and heartbreaking tragedy. In a small house in Group 5, Hoa Binh ward, Mr. Bui Doan Dan, now 76 years old, still cares for his son, Bui Doan Thang, a second-generation victim of Agent Orange. Due to the effects of Agent Orange, Thang exhibits abnormal mental symptoms and is often isolated in his room. Mr. Dan himself is an Agent Orange victim; after his military service, he worked at the Hoa Binh Hydroelectric Power Plant construction site but suffered a work accident, significantly deteriorating his health. His wife is also elderly, frail, and has no income. All the burdens fall on Mr. Dan's shoulders!

Hoa Binh Ward visited and presented gifts to Mr. Bui Doan Dan, a victim of Agent Orange residing in Group 5, Hoa Binh Ward.

Unable to hide his emotion, Mr. Bui Doan Dan shared: "For many years, my family lived in an old, dilapidated house. Recently, thanks to the attention, support, and assistance of the local Party committee and government, my family was able to build this sturdy, single-story house. Thanks to the concern of various associations, organizations, and individuals, my family no longer has to worry about leaks and drafts."

Along with Mr. Dan's family, many families of Agent Orange victims in particular, and war veterans in general, in Hoa Binh ward have received attention and investment for house repairs and new construction. Currently, there are no families of Agent Orange victims or war veterans in Hoa Binh ward living in temporary or dilapidated houses.

Through a review conducted in Hoa Binh ward, it was found that most of the individuals directly exposed to Agent Orange are elderly, mostly over 70 years old, and face difficult circumstances due to illness and inability to work like normal people. Families with two or three generations affected by Agent Orange face even greater hardship and difficulties. Understanding this, in recent times, the Party committees and authorities of the former merged communes and wards, and the current Hoa Binh ward, along with many organizations and individuals, have wholeheartedly cared for the victims with compassion, sharing, and many practical actions.

Specifically, this includes supporting house construction; establishing a fund to help victims of Agent Orange; regularly visiting and giving gifts; and promptly paying all entitlements and policies to Agent Orange victims in the ward. On the occasion of the War Invalids and Martyrs Day on July 27th and the Day for Agent Orange Victims on August 10th this year, Hoa Binh ward visited and presented gifts to 1,105 war veterans and Agent Orange victims in the ward with a total value of 221 million VND.
