Comrade Nguyen Thanh Tinh, Chairman of Tay Ho Ward People's Committee chaired the meeting.

The meeting was chaired by comrade Nguyen Thanh Tinh, Chairman of the Ward People's Committee, Head of the Steering Committee for Natural Disaster Prevention and Search and Rescue of Tay Ho Ward, with the participation of representatives of specialized departments, the Ward Military Command, Ward police, medical staff , leaders of residential groups and related forces.

At the meeting, Mr. Nguyen Hai Linh, Deputy Head of the Economic Infrastructure and Urban Affairs Department of the ward, reported in detail on the response to developments after storm No. 5 made landfall. Accordingly, the ward has made a list of key areas at risk of being severely affected, and at the same time, planned to arrange pumps at frequently flooded areas to effectively promote the effectiveness of existing irrigation works. In addition, environmental workers have also been assigned to work regularly to ensure timely clearing of sewers and drainage, minimizing the situation of prolonged deep flooding.

According to the forecast of the meteorological agency, the recent storm No. 5 had complicated developments, accompanied by thunderstorms, heavy rains causing localized flooding and landslides. In that situation, the leaders of Tay Ho Ward People's Committee emphasized the spirit of proactiveness, readiness to respond, and determination to ensure the safety of people's lives and property and infrastructure in the area. Chairman of the Ward People's Committee Nguyen Thanh Tinh requested functional forces to maximize the "four on-site" motto - on-site command, on-site forces, on-site means and on-site logistics - considering this a key factor to promptly handle possible emergency situations.

The militia and self-defense forces and Tay Ho ward police directly went to the scene to inspect and support people at flooded areas in the area on the morning of August 27.

Directing at the Conference, comrade Nguyen Thanh Tinh requested the Ward's Department of Economic Infrastructure and Urban Affairs to closely coordinate with the Ward Military Command, police, health and residential groups to review and inspect the entire infrastructure system in the area.

The forces need to pay special attention to areas at risk of deep flooding, trees that are prone to falling, garbage collection points or low-lying areas that can directly affect people's lives. The Chairman of the Ward People's Committee also noted the need to promptly grasp unusual phenomena to have a handling plan, in which priority is given to protecting people's lives and property, and be ready to evacuate people from dangerous areas if necessary.

One of the important contents emphasized is the work of communication and information to the people. Comrade Nguyen Thanh Tinh suggested that residential groups and mass organizations step up propaganda on loudspeakers, bulletin boards, and community social networks so that each household can grasp the areas at risk of rain, floods, and inundation and preventive measures. Proactive information is considered a "soft shield" to help people raise awareness, proactively protect themselves and support the authorities when incidents occur.

Traffic police regulate vehicles at Nguyen Hoang Ton intersection in the rain on the morning of August 26, ensuring safe and smooth traffic.

Regarding health and environmental sanitation, the Chairman of the Ward People's Committee assigned the Ward Health Station to proactively prepare a stock of medicine, medical supplies and organize disinfection spraying, especially in deeply flooded areas, to avoid outbreaks of disease after floods. Along with that, the civil defense force, youth union and ward police will be mobilized to participate in controlling and guiding traffic during stormy days, ensuring people's travel is safe and orderly.

A new point implemented in this response plan is the establishment of specialized working groups on traffic flow and vehicle monitoring in the area. This activity serves both natural disaster prevention and control work and is associated with the requirement of ensuring security and order for the series of activities to celebrate the 80th anniversary of the August Revolution (August 19, 1945 - August 19, 2025) and the National Day of the Socialist Republic of Vietnam (September 2).

On this occasion, the city will have many large-scale political, cultural and social activities, attracting a large number of people and tourists to participate. Therefore, proactively diverting traffic, keeping vehicles, maintaining landscapes and cleaning the urban environment is even more practical, contributing to creating a civilized, safe and friendly appearance for the capital. With a spirit of urgency and determination, comrade Nguyen Thanh Tinh, Chairman of Tay Ho Ward People's Committee emphasized: "We absolutely must not be subjective after storm No. 5 made landfall, the post-storm circulation has caused serious impacts in the capital in recent days. All response plans must be implemented synchronously and specifically and must consider people as the center of natural disaster prevention work. Protecting the safety of people's lives and property is the highest task".
