On August 28, Lam Dong Provincial People's Committee held a working session to listen to reports on the project implementation status and site clearance work of the North-South Expressway Construction Investment Project, Western section, Gia Nghia - Chon Thanh section (through Lam Dong province).

According to the Department of Construction of Lam Dong province, there is currently not enough basis to approve component project 4 (compensation and resettlement of the Gia Nghia - Chon Thanh expressway project through Lam Dong province) because there is no direct investor.
Specifically, component project 4 was assigned by the Dak Nong Provincial People's Committee (formerly) to the Dak R'lap District People's Committee as the investor for implementation. From July 1, 2025, there will no longer be a district-level People's Committee, and the project will not have an investor unit to continue to complete the feasibility study report for submission for appraisal and approval according to regulations.
The Gia Nghia – Chon Thanh Expressway Project is divided into 5 component projects, with a scale of 4 lanes, a design speed of 100 - 120 km/h. Of which, Lam Dong province has 2 component projects, including: component project 2 (investment in the construction of a service road and an overpass through the province, with a preliminary investment of about 338 billion VND from the local budget) and component project 4 (compensation, support and resettlement, with a total investment of about 662 billion VND).
For component project 4, Lam Dong Department of Construction recommends that Lam Dong Provincial People's Committee promptly assign the project investor to promptly implement the next steps.
In addition to the above difficulties, component project 2 has been allocated 32.5 billion VND, but so far only 6.2 billion VND has been disbursed, reaching a rate of 19.13%.

Faced with these difficulties, Mr. Nguyen Hong Hai, Vice Chairman of Lam Dong Provincial People's Committee, directed departments, branches, and communes (where the project passes) to organize meetings with the people to collect opinions to reasonably calculate the investment in the service road and overpass, ensuring the benefits for people on both sides of the road. At the same time, review the entire area of land clearance. Departments, branches, and consulting units must urgently complete the documents and legal procedures, assess the impact of the project on mineral planning, and do a good job of building resettlement areas.
