According to a report presented at the meeting of the Department of Irrigation and Climate Change, due to the influence of a low-pressure trough with its axis passing through the Central region, Hue City experienced rain, moderate rain, scattered heavy rain, and in some places very heavy rain and thunderstorms.

The total rainfall from 8:00 AM on October 15th to 8:00 AM on October 16th was generally 30-180mm, with some areas receiving higher amounts such as: Rao Trang Hydropower Basin with over 4,190 mm, and Bach Ma National Park with 283 mm.

The Hue City Meteorological and Hydrological Station forecasts that from October 19th to 25th, 2025, due to the influence of a tropical convergence zone with its axis passing through the Central region, combined with a strengthening cold air mass shifting eastward and disturbances in the easterly wind zone at high altitudes, from the evening of October 19th, 2025, a period of heavy and widespread rain is likely to occur in the mainland area of ​​Hue City, lasting for several consecutive days and possibly extending to the end of October 2025.

Strong winds, high waves, and rough seas are expected in the coastal areas; be prepared for thunderstorms, tornadoes, lightning, and strong gusts of wind. Total rainfall from October 16-25, 2025 will be 400-600 mm, with some areas reaching 800 mm. Water levels in rivers throughout the city will remain low, below Warning Level I. Irrigation and hydroelectric reservoirs in the city are safe. These reservoirs have contingency plans in place to ensure safe operation of the structures and downstream areas according to scenarios of heavy rainfall.

In addition to the guidance from relevant departments and agencies, all 40 communes and wards in Hue City have developed disaster response plans; they have inspected and reviewed each type of natural disaster that may occur in their areas according to the "four on-the-spot" principle, especially plans and scenarios for responding to storms, heavy rain, flooding, landslides, and flash floods.

Various supplies, equipment, and essential goods have been stockpiled to ensure logistical support and response to the heavy rains and floods. The City Military Command maintains a force of 2,917 officers and soldiers (including 1,797 regular troops and 1,120 mobile militia members) along with numerous ships, boats, and other vehicles to be ready for response. The City Police maintain 2,000 officers, 50 canoes, 60 boats, 24 fire trucks, 57 chainsaws, 141 generators, 2,000 life jackets, and other tools and equipment to ensure effective response to heavy rains.

During the meeting, the Vice Chairman of the Hue City People's Committee and Deputy Head of the Standing Committee of the Hue City Civil Defense Command, Hoang Hai Minh, emphasized that units, departments, and localities should proactively develop response plans, absolutely avoiding being caught off guard or unprepared, especially regarding flooding caused by heavy rain in vulnerable, low-lying areas; and be ready with plans to evacuate people in areas at risk of flash floods and landslides along rivers, streams, and hills.
