My nephew failed the 10th grade, and that's "the point of trouble."
"It's okay if you're out of tune, but failing 10th grade is a big deal. The crucial month for 10th graders is here. Everyone in the neighborhood, please refrain from singing for a few days and turn off your portable speakers early so the kids can study. Otherwise, if you sing too wildly and a police car happens to drive by and 'take' the speaker away for a late-night tea break, it'll spoil the fun. Let's all work together to maintain peace and quiet for the future generations," reads a post, accompanied by a video (created using artificial intelligence - AI) from the Tan Hung Police Station (Ho Chi Minh City Police Department) on May 24th, which attracted significant public attention.

This video clip, produced by the Tan Hung Ward Police in Ho Chi Minh City, aims to encourage people to temporarily stop singing karaoke so that students can focus on preparing for their 10th-grade exams.

In the video, the propaganda message is presented vividly, both as a heartfelt message and a piece of information: "Hello, residents of Tan Hung Ward. Lately, while patrolling at night, I've discovered many hidden golden voices in our neighborhood. Passion for art is good, but it's okay if we fall behind, but if the kids in our neighborhood fail the 10th grade, the whole family will lose sleep until morning. The entrance exams are coming up, and the students are studying day and night, getting thinner and thinner, practicing algebraic identities and To Huu's poetry, but then they hear the neighbors shouting 'Building a Tomb for a Love Affair' and 'The Area Where Tamarind Leaves Fly' at maximum volume, and all their knowledge will just fall out the window." A video from the Tan Hung Police Station urged residents with many endearing messages such as: "Please, everyone, tone down your passion a little. Put away your speakers, turn off your microphones, rest your voices for a few weeks, wait until the kids pass their high school exams, then we'll hold a celebratory live show. Making noise at 11 or 12 midnight is a waste of energy and energy, and causes neighbors to call your names, and you'll end up having your speakers taken to the police station for safekeeping. Please try to refrain from singing a little so the kids can do well on their exams. Lots of love."
Help students have the most favorable environment for revision.
On May 26th, speaking to a reporter from Thanh Nien newspaper, Lieutenant Nguyen Thi Phuong Anh, an officer in charge of education at the Tan Hung Police Station, said that the 10th grade entrance exam in Ho Chi Minh City has always been stressful in recent years and is a top concern for many families, schools, and students. This year is also the first year of the 10th grade entrance exam in Ho Chi Minh City after the merger, with a larger number of candidates and intense competition for top schools, so the general sentiment among parents and students at this time is very anxious. Most people hope their children will secure a place in a public high school, a learning environment that suits their academic abilities.

Lieutenant Phuong Anh stated that in Tan Hung Ward this year, 1,305 students are taking the 10th grade entrance exam. These students come from three public secondary schools: Nguyen Thi Thap, Nguyen Huu Tho, and Tran Quoc Tuan, as well as several private and international schools in the area. Therefore, in line with the general directives of the entire city and locality, prioritizing all resources to ensure safety and convenience for students before important exams such as the 10th grade entrance exam, the Tan Hung Ward Police are urging residents to temporarily stop singing karaoke and turn off portable speakers, aiming to provide students with the most favorable environment for revision and achieving good results.
Lieutenant Nguyen Tran Binh Minh, an officer in charge of propaganda work at Tan Hung Ward Police Station, said that the ward police's fanpage has been built and operated for about a year and is being updated with many forms of propaganda and mobilization to the people.
Besides written propaganda materials, the unit created videos using AI tools, with relatable messages to reach a wider audience and increase communication effectiveness. A post on the Tan Hung Police fanpage urging residents to "try to refrain from singing a little so the children can do well in the exam" has now garnered over 11,000 views and numerous thank-you comments from parents and students. "Wishing all students calmness, confidence, and the best possible results in the 10th grade entrance exam. We hope families and parents will be confident and support their children," Lieutenant Binh Minh and Lieutenant Phuong Anh conveyed to students through Thanh Nien Newspaper.
Many wards and communes are supporting students during the exam season.
Along with disseminating information through social media, during this time, many localities in Ho Chi Minh City, such as Chanh Hung Ward and Tan My Ward, have been conducting direct outreach, urging and reminding people to reduce noise, temporarily stop singing karaoke in public places and residential areas that cause noise affecting the lives of others, so that students can concentrate on studying for their exams.
Mr. Duong Van Dan, Vice Chairman of the People's Committee of Chanh Hung Ward, said that at the meeting on the afternoon of May 27th, they also coordinated with the ward police force and neighborhood leaders to remind and encourage people not to cause noise or disorder in residential areas and public places. This is to comply with Government Decree 282/2025 on administrative penalties for violations in the field of security, order, social safety, and prevention of social evils; and to allow students to focus on studying and preparing for the 10th grade entrance exam taking place on June 1st and 2nd.
Previously, on May 8th, the People's Committee of Mo Cay commune, Vinh Long province, issued a document regarding the temporary suspension and restriction of karaoke activities in households and other karaoke establishments in the area to facilitate students' focus on reviewing and preparing for the end-of-semester 2 exams, especially the 2026 high school graduation exam (taking place from June 10-12). The Mo Cay commune police, citing the above document, posted it on their fanpage with the following content: "Temporarily suspend karaoke systems for an 'early summer break' so that students can focus on exam preparation. Singing might not require memorizing lyrics because there's karaoke. But the kids need to remember the songs and formulas. Let's all cooperate according to the announcement of the People's Committee of the commune, keep quiet today so we can celebrate the exam results of our children and grandchildren tomorrow."
According to the official document, Mo Cay commune requests that agencies, units, village heads, karaoke establishments, households, and all residents raise awareness and limit the use of loud sound equipment during periods when students are reviewing for exams. Karaoke establishments and household karaoke venues with soundproof rooms should operate only during registered hours, adjust volume appropriately, and minimize disruption to surrounding residents; households holding wedding receptions and related events should use appropriate volume during appropriate times, ensuring civility and avoiding disruption to the studies and rest of students and residents…
Tightening food safety during exam season.
On May 27th, the Ho Chi Minh City Department of Education and Training instructed high schools and examination centers for 10th grade and high school graduation exams to proactively prevent food safety risks and ensure the health of students, candidates, staff, teachers, and other personnel involved in the examination process.

At a press conference on the socio-economic situation of Ho Chi Minh City on the afternoon of May 14th, Mr. Le Minh Hai, Deputy Director of the Ho Chi Minh City Department of Food Safety, stated that the department is focusing intensely on the campaign to ensure food safety for upcoming important exams, including the high school graduation exam and the 10th grade entrance exam. Approximately 31,000 students will not be admitted to public high schools.
The 10th grade entrance exam for the 2026-2027 school year in Ho Chi Minh City will take place over two days, June 1-2. Candidates will take the exams in the following order: Vietnamese Literature, Foreign Language, Mathematics (if applying for a regular 10th grade program) and a specialized/integrated subject (if applying for a specialized/integrated 10th grade program).
According to data from the Ho Chi Minh City Department of Education and Training, 151,254 students registered their preferences for 10th grade in public high schools. Meanwhile, the number of 9th grade students in Ho Chi Minh City for the 2025-2026 school year is 169,079, an increase of 42,734 students compared to the previous school year, including an increase of 29,848 students in Area 1 (formerly Ho Chi Minh City), an increase of 8,419 in Area 2 (formerly Binh Duong), and an increase of 4,467 in Area 3 (formerly Ba Ria-Vung Tau). Thus, across all three areas, approximately more than 17,000 students graduating from junior high school will not take the 10th grade entrance exam.
In previous years, in Region 1, between 10,000 and 12,000 students completed lower secondary education but did not take the 10th grade entrance exam. This year, with the first exam after the merger of Ho Chi Minh City, Binh Duong, and Ba Ria-Vung Tau, the number of students not taking the exam is considered reasonable and stable by teachers.
Furthermore, the total enrollment quota for 10th grade in 181 public high schools this year is approximately 120,000 students. Therefore, with 151,254 students registering for their first choice and the 79.4% enrollment rate of students after lower secondary school into public high schools in Ho Chi Minh City this year, about 31,000 students will not be admitted to public schools after the exam.
