The exercise takes place in three phases: Moving the armed forces into combat readiness states, moving localities into defense states; organizing preparations for defensive operations; practicing defensive operations.

In his opening speech, Major General Tran Xuan Manh, Deputy Commander and Chief of Staff of Military Region 1, emphasized that through training, the aim is to improve the level and capacity of command and combat operations of commanders, agencies and units; to test the ability to ensure combat readiness tasks and combat operations of the armed forces in the Military Region's defensive operations. At the same time, it will serve as a basis for continued research and effective application in building and perfecting the combat planning system at all levels.

The Deputy Commander and Chief of Staff of the Military Region requested that in practice, each comrade of the agencies and units must practice according to their positions, decide on perfecting the training framework; especially applying well the military art and principles of defensive warfare of the Military Region in the new situation...
