During the peak period of the fight to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights in accordance with the direction of the Prime Minister in Official Dispatch No. 65, dated May 15, 2025, Da Nang authorities inspected and handled more than 150 related violations.
At the same time, thousands of smuggled goods of unknown origin were confiscated and destroyed. Based on data collected from inspections, the authorities conducted risk analysis using artificial intelligence (AI) technology to identify high-risk groups of goods, businesses, and areas.
The Department of Science and Technology in collaboration with the Da Nang Market Management Department promotes the application of electronic traceability via QR codes, especially for agricultural products, food, pharmaceuticals and essential consumer goods. Consumers only need to scan the code to access all information about the origin, supply chain, testing and warnings if there are any violating products.
Mr. Nguyen Ngoc Thi, Director of the Vietnam Productivity Institute Branch in Da Nang, said that one of the highlights is the process of expanding the integration of the ISO 9001:2015 system into the supply chain and logistics centers in the area.
“Enterprises that meet ISO standards will be given priority to participate in bidding activities, distribute products to large supermarkets and enjoy the city's digital transformation support policies. This motivates businesses to upgrade their management systems, contributing to building a transparent and competitive commercial environment,” said Mr. Thi.
Da Nang City also encourages the business community to sign a commitment not to trade in counterfeit goods, associated with the implementation of a set of risk assessment criteria according to the new model of the Law amending and supplementing a number of articles of the Law on Product and Goods Quality and the Law on Standards and Technical Regulations (effective from January 1, 2026).
Ms. Nguyen Thi Ngoc Minh, a nutritional food business owner on Hoang Dieu Street, said she has just signed a commitment not to participate in the purchase and sale of milk products of unknown origin or fake milk. Because consumers are increasingly concerned about the origin and quality of products, information transparency is a key factor in retaining customers in the long term.
Forecast, prevent in advance
The Law amending and supplementing a number of articles of the Law on Product and Goods Quality and the Law on Technical Standards and Regulations focuses on the application of digital technology , AI, and Big Data to modernize management, traceability, post-inspection, and improve enforcement efficiency.
During the application process, Da Nang needs to research and develop a digital product passport to better manage the quality of goods. The digital passport allows for the storage and sharing of complete data on products and supply chains, contributing to promoting production according to the circular economic model.
Mr. Nguyen Ngoc Thi said that products such as pharmaceuticals, cosmetics, fashion, processed foods, etc. should be in the group that requires digital passports. Applying this technology helps businesses to make information transparent, minimizing the risk of counterfeit goods.
With a technology and data-based approach, Da Nang is gradually transforming from an administrative mechanism to an advanced risk management model, both increasing the initiative of businesses in ensuring product quality and helping management agencies focus resources on areas with high potential risks. Thereby, gradually establishing a sustainable commercial ecosystem with high resistance to commercial fraud in the digital age.
After the merger of Quang Nam province and Da Nang city, the unification of the market management model between the two localities requires a high level of connectivity in terms of data, technology and monitoring processes. The solutions implemented in Da Nang are considered an appropriate step, laying the foundation for a modern, safe and effective business environment.
In particular, in the preparation phase for the implementation of the Law amending and supplementing the Law on Product and Goods Quality, data analysis and assessment of enterprises' compliance level will become the main tools to guide the inspection and supervision of goods on the market.
Ms. Le Thi Kim Phuong, Director of the Department of Industry and Trade of Da Nang city, assessed that the application of technology in market management and product quality contributes to the formation of a transparent and public commercial ecosystem.
“From the perspective of State management, the management agency will shift its role from “post-inspection” to “forecasting and prevention”. The city’s industry and trade sector will continue to implement policies to support businesses in improving their competitiveness through industrial promotion programs, promoting trade promotion, and supporting businesses to effectively utilize free trade agreements (FTAs). At the same time, it will improve the ability to apply digital transformation in management and operation activities, support businesses, and protect consumers,” said Ms. Phuong.
