Farmers in Dak Lak are entering the main durian harvest season. This year, durian trading and transportation activities are bustling because durian prices are higher than in previous years. Tax management is being tightened by the tax sector as well as localities.
Krong Pac district is the durian "capital" of the province with an area of 7,000 hectares, of which 4,000 hectares are being harvested, with an output of 56,000 tons. Before the harvest season, the People's Committee of Krong Pac district assigned functional agencies to strengthen inspections of organizations and individuals engaged in the business of buying and selling durian, building and leasing warehouses. Accordingly, the professional teams of the district police coordinated with Market Management Team No. 3 (Dak Lak Market Management Department) to check documents and invoices when transporting goods, gathering points, yards, and means of transport in the district for durian for sale and transportation; strictly handle cases of tax evasion and commercial fraud, selling goods without invoices, transporting goods without invoices and documents proving origin.
As one of the main units, the Tax Department of Krong Pac district has deployed propaganda and guided organizations and individuals trading in durian in communes and towns to declare and pay taxes in accordance with regulations. At the same time, it inspects and monitors companies and enterprises trading in durian and building and renting warehouses. In the district, there are currently 81 enterprises from other provinces and 30 local households purchasing and trading durian. Since the beginning of the durian harvest season, the district has collected more than 850 million VND in lump-sum taxes from households trading in durian and building and renting warehouses for gathering durian.

Mr. Pham Van Luong, Director of the Import-Export Department of Dung Thai Son Import-Export Trading Joint Stock Company, said that in the 2023 durian crop, the company plans to purchase and export 4,000 - 5,000 tons of fresh fruit. The company receives support and guidance from tax officials and will fully fulfill its tax obligations to the budget as prescribed, including corporate income tax, value added tax, business license tax and personal income tax for employees.
In Cu M'gar district, the local government has established an interdisciplinary inspection team to prevent tax losses in the durian trading sector; stationed at main routes transporting durian out of the district. The interdisciplinary team has developed operating regulations, checked invoices and documents for goods of organizations and individuals circulating through the area; strictly handled violations according to regulations. As for the tax sector, it has established a team to inspect business activities, durian trading, warehouse leasing; guided business establishments and warehouse leasing establishments to register, declare and pay taxes. Mr. Le Xuan Bay, Head of the Cu M'gar - Buon Don Tax Department, said that this year the locality has more than 1,000 hectares of durian for harvest, with an output of more than 20,000 tons. Durian trading is a seasonal business activity, so since the beginning of August 2023, the unit has coordinated with the Department of Agriculture and Rural Development of Cu M'gar district to collect and grasp information on growing area codes and areas to manage the output of durian exported from the area, creating the most favorable conditions for people to sell durian, but still ensuring strict tax management, not missing revenue sources. The Tax Department proactively reviews durian purchasing facilities in the area; strengthens propaganda and guides taxpayers to declare and pay taxes according to regulations. Accordingly, businesses pay taxes according to the deduction method, if buying directly from the producer, they are instructed to make a list, if buying from traders, they must have invoices and documents. For individual households doing business in buying and selling durian, they declare to manage taxes according to the lump-sum method. However, due to the large area, many traders come to buy durian directly from people's gardens, while the number of tax officials and vehicles is limited, so the management of durian tax is facing many difficulties.

Dak Lak currently has 22,500 hectares of durian, with an output of over 200,000 tons. Recently, the Provincial People's Committee has issued a document directing the tax sector and localities to strengthen tax management for durian trading activities in 2023. Specifically, the People's Committees of districts, towns and cities shall propagate to all people and organizations and individuals engaged in durian trading activities in the area about the provisions of tax laws related to durian trading activities, thereby strictly complying with the declaration and payment of taxes according to regulations; directing the agricultural sector and the People's Committees at the commune level to review and count organizations and individuals growing and trading durian in the area; organizing direct work to guide and facilitate taxpayers to register, declare and pay taxes according to regulations, ensuring that 100% of organizations and individuals with revenue and income from durian trading activities must be managed for tax collection.
For the tax sector, implement professional measures to manage tax collection in accordance with regulations; investigate and determine the revenue and tax payable of each household and enterprise to ensure that it is close to the actual business activities; inspect and strictly handle according to regulations cases of intentionally making a list of direct purchases from farmers to legalize durian purchased from other enterprises and business households, causing loss of revenue to the state budget. At the same time, strictly manage the purchase and sale of business households in the area, periodically record the quantity of durian purchased, inventory, selling price... to effectively manage sales revenue.
