Quang Nam auctions off many sand mines to increase material supply for infrastructure projects

Many large commercial concrete suppliers have been forced to announce a stoppage or restriction of supply. In particular, Viet Han Construction and Investment Trading Joint Stock Company - Quang Nam Branch has announced a temporary stoppage of concrete supply for some projects due to the inability to purchase sand for production. Phuoc Yen Concrete also announced a stoppage of production and supply of concrete to the market from May 23 if the sand supply is not improved.

The Management Board of Investment and Construction Projects for Transport and Agricultural Works in Da Nang said that the shortage of construction sand is seriously affecting the construction progress of a series of key projects.

Not only public investment projects, but also people and private investors in Da Nang - Quang Nam are having a "headache" with the problem of rising material costs. According to Mr. Nguyen Van Trung, General Director of Vinaconex 25 Company, the doubling of sand prices has greatly affected the construction progress of projects and contractors have to compensate for losses for projects that have signed contracts.

The high price of sand has made the leaders of Quang Nam and Da Nang provinces worried, because many key projects and constructions are at risk of being delayed. Quang Nam and Da Nang are constantly discussing ways to "cool down" the construction sand fever. The expected fundamental solution is that Quang Nam will speed up the auction of mineral exploitation at many mines.

In particular, Duy Xuyen district has announced an invitation to participate in the auction of mineral exploitation rights for 7 mines. Que Son district also organized an auction of sand mines in Ty Boi area (Que Lam commune), with an area of over 12 hectares, with planned reserves of 344,300 m3. Dai Loc district will organize an auction of mineral exploitation rights for mines in Dai Quang, Dai Nghia, Dai Dong, Dai Thang, Dai Son communes. Quang Nam is a locality with many construction material mines, including many sand mines with large reserves. However, the procedures for obtaining mining licenses are very difficult, due to lengthy procedures and complicated auction regulations.

To solve the demand for construction materials, Chairman of Quang Nam Provincial People's Committee, Mr. Le Van Dung, directed to urgently review the planned material mines to establish procedures to request competent authorities to put them up for auction or delimit non-auction areas. In particular, for 34 mine areas that have been auctioned, Mr. Dung requested departments, branches and localities to urge the winning enterprises to urgently complete the documents and procedures to ensure the conditions for exploitation before September 2025 at 8 mines in Dong Giang, Phuoc Son and Tien Phuoc districts. For the remaining mines, the winning enterprises must urgently complete the following procedures to organize exploitation soon in 2025.

Regarding urgent solutions to address the shortage of construction materials, Mr. Le Van Dung requested Pha Le Investment and Trading Company Limited to urgently carry out procedures to extend the operation of the inland waterway port serving the sand and gravel mining project in Hoi Khach village (Dai Son commune, Dai Loc district). For mines in operation, the Chairman of Quang Nam requested enterprises to exploit, supply materials and publicly list and publicize selling prices according to regulations; if necessary, prepare documents and procedures to increase mining capacity to increase supply to the market... In addition, localities urgently organize auctions of mineral exploitation rights for areas with approved auction plans, to be completed in June 2025...
