According to the plan, the CNSCĐ Team will be deployed in all villages and residential blocks in 241 communes, wards and towns in the province. Depending on the specifics, each village/residential block will have at least 1 CNSCĐ Team to support the deployment of digital platforms, digital technology , and provide digital skills guidance to the people.

The CNSCĐ Team is a force that mobilizes the strength of the entire people, is close to the people and is an extended arm of the Steering Committee for Digital Transformation at all levels.

The CNSCD team is established by the decision of the Chairman of the People's Committee at the commune level. Each team has at least 4 members with the core force being the youth union; other members may include commune-level cadres, police force, village/block chiefs, party members, the Fatherland Front, farmers' association, women's union, residential group, employees of postal, telecommunications, digital technology enterprises, etc.

Along with information and propaganda work on digital transformation, the CNSCD Team participates in guiding people to use online public services and make online payments; install and effectively apply the provincial digital citizen application; coordinate with Project 06 Teams at all levels to deploy Project 06...

The Department of Information and Communications shall preside over and guide the content framework of the professional training program for the CNSCD Team. The District People's Committee shall preside over and coordinate with the Department of Information and Communications, digital technology enterprises and relevant units to directly train the CNSCD Team in the area.

The establishment of the CNSCĐ Team in villages/blocks aims to effectively deploy digital platforms and digital technology to each village/block and household, contributing to promoting digital transformation; helping people access technology in a simple, natural way, based on needs and creating practical values.

Specific goals for implementing the CNSCĐ Team in the province by 2024 include: 100% of villages/blocks have a CNSCĐ Team; 100% of CNSCĐ Team members are trained and instructed on how to deploy digital platforms, digital technology, and digital skills for people; 80% of households in villages/blocks in communes/wards/towns are propagated and instructed by the CNSCĐ Team to deploy and install digital platforms, digital technology, and digital skills.
In addition, 50% of households in villages/blocks of communes/wards/towns have members installing the digital citizen app (Smart Quang Nam ); 50% of households in villages/blocks of communes/wards/towns have members with electronic payment accounts; 30% of households in villages/blocks of communes/wards/towns have members with digital signatures.
