Quang Ninh maintains impressive growth momentum

In the first 9 months of 2025, Quang Ninh must simultaneously carry out a huge amount of work. The province has focused on completing the programs and goals of the entire term, successfully organizing the Party Congress for the 2025-2030 term, building new development plans and strategies; and at the same time implementing the Central Government's major policy on operating two-level local governments. Despite the large amount of work and high requirements, Quang Ninh has maintained a strong growth momentum, reaching over 11% - the highest level in the past 10 years.

The Provincial Newspaper, Radio and Television Headquarters is being accelerated and will be inaugurated in August 2025.

By the end of the first 9 months of 2025, Quang Ninh's economy continued to maintain impressive growth momentum, with GRDP estimated to increase by 11.66% over the same period in 2024 - the highest level in the past 10 years (previous years ranged from 8.02% to 10.12%). In particular, the processing and manufacturing industry recorded the strongest growth, reaching 24.07%, contributing 3.29 percentage points to the overall growth and accounting for 15.21% of GRDP, continuing to play a leading role. The service - tourism sector also grew positively at 15.18%, contributing 5.48 percentage points, accounting for 37.27% of GRDP.

Trade and service activities flourished in many fields, the province organized 6 fairs, exhibitions, and Vietnamese goods weeks; total retail sales of goods increased by 19.38%; wholesale revenue increased by 24.52%; accommodation, food and beverage, and travel services increased by 19.37%; transportation and warehousing increased by 30.29%. The whole province welcomed 17.11 million tourists, up 9% over the same period, total tourism revenue is estimated at 44,250 billion VND, up 20%.

This result was achieved thanks to the province closely following the annual working theme "Breakthrough in economic development, creating momentum for the new term", implementing it vigorously from the beginning of the year under the direction of the Government , aiming for a growth target of over 12%. The province proactively calculated and carefully analyzed each resource and growth factor, built scenarios and specific targets for each industry, field and locality to promote implementation.

Quang Ninh has focused on innovation in thinking, creativity in working methods, breakthroughs in mechanisms and policies; repositioning local values, fully identifying advantages, challenges and bottlenecks to have appropriate solutions. Along with that, it is necessary to promote decentralization, delegation of power, and promote the responsibility of leaders; both consolidating traditional growth drivers such as public investment and private investment, and strongly promoting new growth drivers such as science and technology, innovation, digital transformation, digital economy, marine economy, heritage economy, night economy and emerging fields.

In particular, in the development of the processing and manufacturing industry, the province continues to demonstrate determination and flexibility in its approach: Accelerating the removal of obstacles regarding land, planning, filling materials, and land prices; working directly with industrial park infrastructure investors to review, evaluate capacity, and allocate specific investment attraction targets for each stage. Along with that, the province improves the efficiency of investment promotion in a closed cycle from procedures, site clearance, land fund preparation, labor to post-investment support, helping projects shorten preparation time and speed up implementation.

Notably, last August, on the occasion of the 80th anniversary of the August Revolution, Quang Ninh inaugurated, commenced and launched 50 key and dynamic projects with a total investment of more than 135,000 billion VND, creating a strong push, affirming the province's role as a development locomotive in the Northern region.

Halo Bay Show - a unique water music show, a new and unique tourism product of Quang Ninh has attracted a large number of tourists.

To effectively exploit the potential of the "green economy" industry, Quang Ninh has promoted the transformation from mass tourism model to sustainable tourism; focused on researching and developing new tourism products and services; effectively exploited the infrastructure system of seaports, airports, and border gates; and at the same time diversified the forms of promotion, advertising and investment in tourism development.

In the first 9 months of 2025, the province has organized dozens of outstanding cultural, promotional and tourism promotion activities such as: Tourism development conference associated with the opening of Bai Tu Long Bay; international tourist ship welcoming ceremony; announcing the outstanding global value of the World Cultural Heritage Yen Tu - Vinh Nghiem - Con Son, Kiep Bac; putting into operation many unique and creative cultural tourism products such as "Night street of cruises on Ha Long Bay", live show "Finding the pearl". These new products have brought unique experiences, increased the attractiveness of the destination, extended the length of stay, increased the average spending of tourists, thereby contributing to increasing the total tourism and service revenue of the province.

Along with economic development, Quang Ninh has also shown initiative and flexibility in direction and management, ensuring that key political, economic and social tasks are effectively implemented, creating clear changes and receiving recognition and high appreciation from the people and the Government. The 2-level local government model has gradually come into stable operation; the team of cadres and civil servants clearly demonstrated the spirit of setting an example and responsibility, contributing to building a streamlined, effective and efficient administrative apparatus, improving the quality of governance and serving the people.

The last 3 months of the year are the pivotal period for Quang Ninh to launch the goals and tasks of the new term, aiming to build a rich, civilized, modern, happy province, becoming a centrally-run city before 2030. Therefore, the province has immediately focused on key tasks, in which it strives to achieve growth of over 14% in the fourth quarter to ensure the annual growth rate reaches at least 12.5% ​​according to the Government's Resolution. At the same time, the province continues to remove difficulties for localities in the process of operating the 2-level local government model, handling institutional and policy shortcomings; at the same time, starting to activate new growth drivers associated with the country's pillar Resolutions in the next development stage.
