On October 3, 2025, the Government issued Resolution No. 303/NQ-CP on solutions for effectively implementing the two-tiered local government system in accordance with the conclusions of the Politburo and the Secretariat of the Central Committee.

Ensure the availability of financial resources, human resources, and facilities for restructuring the organization and paying benefits and policies to those who resign or retire early, in accordance with regulations.
Report the results of payment of benefits and policies to the Steering Committee for the reorganization of administrative units at all levels and the construction of a two-tiered local government organizational model (through the Ministry of Interior and the Ministry of Finance) no later than October 10th for compilation and reporting to the competent authority.
If there are any legal or policy issues, report them immediately to the Government (via the Government Office, the Ministry of Interior, and the Ministry of Finance) before October 5, 2025.
The Ministry of Interior directly supervises and inspects localities in the implementation of strengthening the deployment of provincial-level officials and civil servants to the commune level; it presides over and coordinates with central ministries and agencies to direct and guide localities in conducting a comprehensive review, assessment, and classification associated with restructuring and improving the quality of commune-level officials and civil servants after the reorganization.
This will allow for the retirement of officials and civil servants who do not meet job requirements, providing a basis for the recruitment, placement, training, and development of commune-level officials and civil servants, addressing the issue of surpluses in some areas and shortages in others, and ensuring the efficient use of human resources; the results of implementation will be compiled and reviewed before October 15th.
Develop a report outline to guide ministries and ministerial-level agencies in submitting periodic reports to the Ministry of Interior and the Government Office by 3 PM every Monday. The Ministry of Interior will then compile the reports and submit them to the Prime Minister before 3 PM every Tuesday.
The Ministry of Home Affairs, in coordination with the Ministry of Finance, is urging ministries, agencies, and localities to complete the payment of benefits and policies under the amended Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP before October 10th.
Ministries and ministerial-level agencies, in coordination with the Ministry of Justice and relevant agencies, shall urgently review all legal documents to promptly issue, amend, and supplement them, ensuring the resolution of conflicts, overlaps, and inconsistencies with the two-tiered local government model.
This includes, in particular, the following areas: finance, science and technology, internal affairs, justice, agriculture and environment, construction, education and training, especially digital infrastructure and capacity building for officials, and restructuring of the workforce.
Based on the results of local authorities' review of the feasibility of legal documents on decentralization, delegation of power, and delineation of authority, ministries and ministerial-level agencies are tasked with promptly amending and supplementing them to ensure convenience in organizing and operating the two-tiered local government system.
Ministers need to directly supervise, monitor, assess the situation, and organize timely and effective implementation.
