Quang Ninh: 9-month growth rate highest in 10 years

According to the assessment results at the regular meeting of the People's Committee of Quang Ninh province, in the first 9 months of 2025, the growth rate of the province's gross regional domestic product (GRDP) is estimated at 11.66%. This is the highest growth rate recorded in the past 10 years, far exceeding the growth rate ranging from 8.02% - 10.12% of previous years.

The province's socio-economic development results in the first 9 months of 2025 recorded many outstanding bright spots. The main growth driver came from the processing and manufacturing industry with a growth rate of 24.07% over the same period in 2024, along with the strong development of the service sector with an increase of 15.18%.

Tourism continues to be the spearhead with the province welcoming 17.11 million visitors, up 9% over the same period. In particular, the number of international visitors is estimated at 3.25 million, up 25%, total revenue from tourism is estimated at 44,250 billion VND, up 20%.

Attracting domestic non-budgetary investment capital reached over 194 trillion VND, 20 times higher than the same period last year. Total social investment capital is estimated at over 82 trillion VND, up 11.4% over the same period. At the same time, state budget collection in the province achieved remarkable results, estimated at 51,465 billion VND, completing over 90% of the central and provincial estimates assigned at the beginning of the year. The bottlenecks in the progress of land use fee collection have also been focused on removing.

Besides the economy, Quang Ninh province maintains harmony in social development, focuses on cultural and human development, and ensures social security. The province continues to maintain its ranking in the group of 10 provinces and cities with the highest number and rate of National Excellent High School students in the country.

Highly focused on full-year growth target 14% or more

At the meeting, the Provincial People's Committee also pointed out a number of shortcomings and limitations that need to be focused on overcoming and removing. Specifically, the GRDP growth rate in the first 9 months is estimated to increase by 11.66% but has not yet reached the set growth scenario. In addition, the disbursement rate of public investment capital is not high, the progress of implementing new projects is still slow. The operation of two-level local governments at commune and ward levels is still facing difficulties due to some regulations that have not been adjusted appropriately.

To complete the 2025 growth target of 12.5% ​​according to the Government's Resolution and strive to achieve a growth rate of 14% or higher according to the Resolution of the Provincial People's Council, Quang Ninh set the task of achieving a growth rate of 14.75% in the fourth quarter of 2025.

Chairing the meeting, Chairman of the Provincial People's Committee Bui Van Khang praised the results the province has achieved in the past 9 months; at the same time, requested departments, branches and localities to be proactive, make great efforts, closely follow and carry out tasks according to the assigned scenario. In particular, it is necessary to focus on promoting the effectiveness of the two-level local government; establish and promote the role of working groups under the Provincial People's Committee to increase support and remove difficulties for localities, especially in planning and site clearance.

Sectors and fields must assign, direct and take responsibility for ensuring their growth targets with specific and appropriate solutions and measures. In particular, the industrial and construction economic sector needs to continue to grasp the difficulties of the coal and electricity industries to ensure maximum increase in clean coal production; at the same time, remove difficulties for processing and manufacturing industrial enterprises.

The service sector continues to focus on immediately implementing stimulus activities, researching and piloting the night-time economy and completing the smart border gate pilot project in Mong Cai (Vietnam) - Dongxing (China).

Key projects will be reviewed and their implementation progress accelerated, especially those selected to be started, inaugurated, and have their welcome signs placed on the 14th National Congress of the Party.
