Quang Ninh: Conference to implement the Secretariat's decision on personnel work

On the morning of September 22, the Quang Ninh Provincial Party Committee held a conference to implement the Secretariat's decision on personnel work. Attending the conference were comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organization Committee, and leaders of the Ministry of Finance and Quang Ninh province.

Comrade Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, presented the Decision to Comrade Bui Van Khang, Deputy Secretary of the Quang Ninh Provincial Party Committee.

At the conference, authorized by the Secretariat, comrade Nguyen Quang Duong, Deputy Head of the Central Organization Committee, presented Decision 2389-QDNS/TW (dated September 19, 2025) of the Secretariat on the transfer and appointment of comrade Bui Van Khang, member of the Party Committee Standing Committee, Deputy Minister of Finance, to join the Executive Committee, Standing Committee, holding the position of Deputy Secretary of the Quang Ninh Provincial Party Committee, term 2020-2025.

Comrade Nguyen Quang Duong congratulated comrade Bui Van Khang on being trusted by the Secretariat to mobilize and appoint him to join the Executive Committee, the Standing Committee, to hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee and to be introduced to be elected as Chairman of the Provincial People's Committee for the 2021-2026 term. At the same time, he emphasized that comrade Bui Van Khang is a cadre with basic training, professional qualifications, leadership and management capacity; has a scientific , democratic, decisive working method, has an innovative mindset, has experienced many working positions, especially as a cadre who has grown up in Quang Ninh, always excellently completing all assigned tasks in assigned positions.

Comrade Nguyen Quang Duong believes that Comrade Bui Van Khang will continue to inherit the achievements and experiences of previous generations of leaders, quickly grasp new tasks and work, uphold the sense of responsibility to join the Party Committee, government and people of Quang Ninh to successfully carry out all assigned tasks; bring Quang Ninh province to increasingly strong development, in line with the expectations of the Central Committee, the Party Committee, government and people of Quang Ninh province.

He believes and hopes that the Standing Committee and the Executive Committee of the Quang Ninh Provincial Party Committee will continue to promote the spirit of solidarity and help Comrade Bui Van Khang to successfully complete his tasks, worthy of the Central Committee's trust.

Speaking at the ceremony, comrade Bui Van Khang thanked the Politburo , the Secretariat, and the Central Organizing Committee for their attention and trust in assigning him the position of Deputy Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term.

He is deeply aware that the task assigned by the Party is an honor, a pride, and a responsibility before the Politburo, the Secretariat, the Party Committee, the government and the people of the province.

Honored to receive the new responsibility, comrade Bui Van Khang clearly realizes that in the new context with many changes, especially when the country is entering a new era, it is necessary to have new thinking, new ways of doing things to make a breakthrough in the management of local governments at two levels and socio-economic development to rapidly increase the scale of the economy, sustainable GRDP growth, increase state budget revenue and especially improve people's income and living standards; he himself will make every effort with comrades in the Standing Committee, the Provincial Party Committee Standing Committee, the Provincial Party Committee Executive Committee to focus on leading, successfully organizing and implementing the Resolution of the 16th Quang Ninh Provincial Party Congress; 8 strategic resolutions of the Central Committee.

At the same time, we are determined to uphold the spirit of dedication, serving the people, using all our abilities, knowledge, enthusiasm, joining hands and unanimity with the Standing Committee and the Provincial Party Executive Committee to promote the spirit of solidarity and unity, overcoming all difficulties and challenges to develop Quang Ninh province; commit to leading, directing and managing the socio-economic and operations of the two-level local government, operating transparently, disciplined, honest, effective, efficient and effective, with the motto "clear work, clear people, clear responsibilities, clear time and clear results".
