Quang Ninh: Approving the appraisal results of the Environmental Impact Assessment Report of the 5-star international hotel construction investment project

Recently, the People's Committee of Quang Ninh province issued a Decision approving the appraisal results of the Environmental Impact Assessment (EIA) Report of the Investment Project to build a 5-star international hotel in Bai Chay ward, Ha Long city, Quang Ninh province (now Bai Chay ward, Quang Ninh province).

Decision No. 3563/QD-UBND signed by Mr. Nguyen Van Cong, Vice Chairman of Quang Ninh Provincial People's Committee on September 19, 2025, on approving the appraisal results of the Environmental Impact Assessment Report of the Investment Project to construct a 5-star international hotel in Bai Chay ward, Quang Ninh province.

This Decision approves the results of the EIA appraisal of the 5-star international hotel construction investment project in Bai Chay ward, Quang Ninh province by Huong Lua Group Joint Stock Company (Project Investor) implemented at land lot N5C, Area A2, Cai Dam Urban Area, Bai Chay ward, Quang Ninh province.

Quang Ninh Provincial People's Committee requests that the Project Owner be responsible for strictly implementing the provisions of the Law on Environmental Protection.

The project can only be implemented when it meets the legal regulations on conditions for starting construction; the project implementation process requires compliance with relevant legal regulations. This Decision only assesses environmental impacts during the implementation and operation of the project; it does not confirm, adjust, or change the contents of the investment policy and project planning approved by relevant agencies according to their authority.

The People's Committee of Quang Ninh province assigns the Department of Agriculture and Environment to take full responsibility before the law and the Provincial People's Committee for the reasonableness, legality, and accuracy of information, data, and environmental protection contents in the appraisal results of the approved environmental impact assessment report.

Bai Chay Ward People's Committee is fully responsible before the law and the Provincial People's Committee for supervising the project implementation and operation process to ensure compliance with current regulations; and performing state management responsibilities on environmental protection according to regulations.
