Quang Xuong strengthens land management and utilization.

In order to strive to become a town by 2030, as targeted in the Resolution of the 26th District Party Congress, term 2020-2025, Quang Xuong district has decisively directed the implementation of tasks, including strengthening solutions for the effective management and use of land, as this is one of the important factors affecting socio-economic development, maintaining political stability, and the lives of the people.

Annually, the District People's Committee issues a plan to promote activities to disseminate laws in the field of natural resources and environment, especially practical legal documents on the rights and obligations of land managers and users, regulations on administrative penalties for violations, and regulations in newly issued decrees and circulars, in order to raise awareness and responsibility of officials, civil servants, and land users in managing and using land in accordance with regulations. Various sectors and localities have strengthened their propaganda efforts through various forms, contributing to the spread and enhancement of legal compliance awareness among all segments of the population.

Regarding tasks in the land sector, such as land surveying, cadastral mapping, land registration, cadastral record keeping, and issuance of land use right certificates, as well as the construction of land databases, these have been implemented synchronously and effectively. To date, the entire district has completed the work of determining boundaries, creating boundary descriptions and markers, and surveying current land use maps in 7 communes, with a total area of ​​3,926.31 hectares surveyed according to the current situation.

The issuance of land use right certificates has always been a priority for the district, with serious guidance and implementation contributing to the protection of the legitimate rights and interests of land users and those with assets attached to the land, while simultaneously strengthening state management of the land sector. In the communes of Quang Loc, Tien Trang, Quang Thach, and Quang Khe, the consulting unit, in coordination with village officials and land administration officials, conducted a review and comparison of data (location, area, land type, name of land user) with the results of land consolidation and exchange provided by the villages and the data on land acquisition and clearance for several projects provided by the communes; reviewed and compared land for transportation and irrigation according to local plans; prepared confirmation forms for the current land plot measurements; organized public disclosure and handover of land areas with land users; declared and registered land use right certificates; and established 16,658 dossiers.

Land allocation and leasing were carried out in accordance with the proper authority. The district has converted land use purposes for 46 households and individuals with an area of ​​over 5,500 m2. Regarding land use right auctions to increase state budget revenue, the district has organized them seriously and in accordance with the prescribed procedures. In 2023 alone, 316 land plots were successfully auctioned throughout the district, corresponding to an area of ​​3.92 hectares, with the winning bids totaling over 197 billion VND.

Regarding land clearance work, Quang Xuong district has focused on decisively directing its implementation. From the beginning of the year, the district has directed its functional units to quickly deploy land clearance tasks to serve many large projects in the district. In 2023 alone, the district completed over 66% of the land clearance plan with a total completed area of ​​111.01 hectares. Currently, the locality is focusing on decisively directing the implementation of land clearance for transitional projects and the 2024 land clearance plan with urgency and seriousness from the very first months of the year.

To strengthen state management of land, ensure increasingly efficient land use, and effectively serve the socio -economic development of the locality, Quang Xuong district has clearly defined specific goals and solutions to strive for in 2024. The district is carrying out cadastral mapping and preparing dossiers for issuing land use right certificates to households in 7 communes. It continues to review and legalize the issuance of land use right certificates for cases of land allocation without proper authority. It continues to direct the completion of dossiers for issuing land use right certificates to organizations such as schools, public offices, religious organizations, etc. It is also conducting land use right auctions in the district. Furthermore, it is strengthening the review, inspection, and management of alluvial land along rivers and coastlines; inspecting facilities, promptly detecting and proposing measures to handle and prevent cases of land encroachment and illegal land use conversion. Effectively carry out land clearance tasks for key investment projects of the province and district, as well as residential and mixed-use projects, to facilitate the implementation of projects in the area.
