Classify land parcels into three groups for data standardization.
According to Mr. Nguyen Minh Thu, Deputy Director of the Department of Agriculture and Environment of Khanh Hoa province, the unit is currently implementing land surveying, cadastral mapping, cadastral record preparation, and completing the land database in the area.

This task is being implemented according to Plan No. 2959/KH-BNNMT-BCA of the Ministry of Agriculture and Environment - Ministry of Public Security and Plan No. 6193/KH-UBND of the People's Committee of Khanh Hoa province. To date, the province has established a Steering Committee and a provincial-level working group and proceeded with classifying the land parcel system for implementation.
The specialized agency has reviewed and classified all land parcels in Khanh Hoa province into three specific groups: Group 1, with 515,122 parcels that meet the "correct - complete - clean - viable" standards; Group 2, with 559,782 parcels already in the database but needing completion; and Group 3, with 481,997 parcels that have not yet been included in the database.
Mr. Nguyen Minh Thu stated that the Provincial Land Registration Office has implemented the process of enriching, cleaning up, and completing land parcels that do not meet the standards. As of May 2026, the locality has added, completed, and transferred 8,635 land parcels from group 2 to group 1. At the same time, the authorities have also compiled a list of 219,586 land certificate (GCN) records to match with the national population database.
Data processing has yielded some concrete results, with the province adding spatial data for 5,036 parcels and attribute data for 4,490 missing land parcels. In addition, the system has updated the database for 900 parcels that had been issued land use certificates but lacked base data, and successfully created and digitally signed electronic land registers for 331 parcels.

For land parcels in group 3, the Department of Agriculture and Environment has submitted to the Provincial People's Committee for approval the policy and estimated budget in Proposal No. 328/TTr-SNNMT dated May 8, 2026, to build the database. Furthermore, the province has also implemented the synchronization of local data with the national database in real time since December 2025.

Despite achieving initial results, Mr. Nguyen Minh Thu stated that the implementation process still faces many technical difficulties and obstacles. The first obstacle arises in the task of maintaining and updating land parcels that are "correct - complete - clean - active," as many land parcels, before the "land reclamation" change, belonged to group 1, but after the change, the system automatically moved them to group 3, which is the group for which no database has been built.
The second obstacle lies in the data cleaning process for Group 2 land parcels. According to the technical guidelines of the Land Management Department in Official Letter No. 1435/QLĐĐ-TKKKTTĐĐ, land parcels wishing to reach Group 1 must have land use right certificates (GCN). However, Khanh Hoa currently has many land parcels with only spatial data, lacking registration records or land use right certificates, making it very difficult to supplement and convert these parcels to Group 1, which are currently in Group 2. The third obstacle is the lack of online monitoring tools. Although Plan No. 2959/KH-BNNMT-BCA stipulates that the central government will provide real-time monitoring tools for data progress and quality, the locality has not yet received them. Due to the lack of these tools, the Department of Agriculture and Environment lacks the basis to accurately identify the list of land parcels and the specific types of information that need to be supplemented.

To ensure progress, the Department of Agriculture and Environment of Khanh Hoa province has requested the Land Management Department to provide professional guidance on handling cases where land parcels are reclassified to group 3 after reclamation, and also to guide the conversion mechanism for land parcels that only have spatial data.
In parallel, the local authorities requested the Department of Land Management to propose to the Ministry of Agriculture and Environment to direct relevant units to provide real-time monitoring tools so that the province has a basis to review and improve the database in accordance with regulations.
