On the National Assembly side, there were: National Assembly Chairman Vuong Dinh Hue; Permanent Vice Chairman of the National Assembly Tran Thanh Man; Vice Chairmen of the National Assembly: Nguyen Khac Dinh, Nguyen Duc Hai, Senior Lieutenant General Tran Quang Phuong; members of the National Assembly Standing Committee; Heads, Deputy Heads of Delegations, and National Assembly deputies of 63 National Assembly delegations of provinces and centrally run cities.

 

On behalf of the National Assembly Standing Committee, delivering the closing speech, National Assembly Chairman Vuong Dinh Hue said that after 22.5 days of serious, urgent, scientific, democratic and highly responsible work, today, the 6th Session of the 15th National Assembly has completed all the contents of the proposed program.

 

With a very high approval rate, the National Assembly voted to pass 7 laws and 8 resolutions; discussed and commented on 8 other draft laws; discussed and resolved many other important contents and issued the General Resolution of the Session.

 

Continue to prioritize promoting economic growth and maintaining macroeconomic stability

 

The National Assembly Chairman said that at this session, the National Assembly thoroughly discussed the situation and results of the implementation of the socio-economic development plan, state finance and budget, and public investment in 2023 and passed the Resolution on the socio-economic development plan, state budget estimates, and central budget allocation plan in 2024; decided on the public investment plan in 2024; gave opinions on the mid-term assessment report on the results of the implementation of the 5-year plans for the 2021-2025 period on socio-economic development, economic restructuring, medium-term public investment, national finance, and borrowing and repayment of public debt; the 3-year plan for finance, budget, and public investment in the 2024-2026 period; Results of implementing Resolution No. 43/2022/QH15 on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program.

The National Assembly unanimously assessed that from the beginning of 2023 and the beginning of the term until now, in the context of the world and domestic situation having many unusual and more complicated difficulties and challenges than forecast, but thanks to the correct, close and timely leadership of the Party, directly and regularly by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong; the proactive, flexible, close and effective accompaniment and supervision of the National Assembly; the drastic management, direction and administration of the Government; the close coordination of sectors, levels and localities; the synchronous participation of the entire political system and the efforts and strivings of the entire Party, people, army and business community, our country has achieved many important and quite comprehensive results in all fields. The macro economy is stable, inflation is controlled, and major balances of the economy are ensured.

 

Economic growth is gradually recovering in a more positive direction, with GDP forecast to increase by over 5% in 2023 and at least 10/15 key socio-economic targets to be met.

 

Social security is guaranteed; people's lives are improved. The fields of culture, society, health, and education continue to receive attention and development.

 

Inspection, examination, citizen reception, complaint and denunciation settlement, and anti-corruption and negativity prevention and control work continued to be promoted; national defense and security were consolidated and enhanced; independence, sovereignty, territorial integrity, political security, social order and safety were maintained.

 

Foreign affairs activities have been continuous and vibrant, and are a highlight of 2023; to date, Vietnam has established comprehensive strategic partnerships and strategic partnerships with all permanent members of the UN Security Council and G20 countries. Vietnam's reputation in the international arena has been enhanced.

 

The National Assembly Chairman emphasized that in the coming time, the world economy in particular and the international situation in general may continue to have complex and unpredictable developments with many new difficulties and challenges.

 

Domestically, besides opportunities and advantages, we still have many limitations and weaknesses and must continue to face many great difficulties and challenges.

 

2024 is a pivotal year, of special importance in successfully implementing the tasks of the entire term according to the Resolution of the 13th National Party Congress. The National Assembly emphasized the requirement to continue to prioritize promoting economic growth, maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; focusing on solving difficulties, removing immediate obstacles while closely following the goals and requirements of growth innovation, restructuring the economy, improving the investment and business environment, enhancing productivity, quality, efficiency, competitiveness and endogenous capacity of the economy, on the basis of promoting strategic breakthroughs.

 

Continue to review and improve institutions, laws, mechanisms, policies, national, regional, sectoral and provincial plans and schemes, in conjunction with improving the capacity, effectiveness and efficiency of law enforcement, continuing to promote administrative reform, especially cutting and simplifying administrative procedures and business conditions.

 

Speed ​​up the construction and development of socio-economic infrastructure, especially key national projects and works.

 

Comprehensively develop the cultural, social and social security fields; promptly develop and submit to the National Assembly for consideration and decision the National Target Program on cultural revival and development, and building Vietnamese people; synchronously implement salary policy reform from July 1, 2024.

 

Along with that, it is necessary to continue to perfect and build a streamlined state apparatus that operates effectively and efficiently, effectively overcoming the situation of shirking, avoiding, fear of mistakes, and fear of responsibility of a number of cadres and civil servants, tightening administrative discipline, civil servant and public service discipline; further promoting the work of preventing and combating corruption, negativity, waste, and group interests.

 

Strengthen and consolidate national defense and security potential; ensure political security, order and social safety.

Synchronously, comprehensively and effectively deploy foreign affairs and international integration activities.

 

Strengthen information and propaganda work, especially policy communication, improve the effectiveness of mass mobilization work, practice democracy at the grassroots level, and create consensus in society.

 

Ensure full and timely institutionalization of Central resolutions

 

Regarding legislative work, the National Assembly Chairman said that the National Assembly reviewed and voted to pass two legal resolutions and seven draft laws, including: the Law on Identity Cards; the Law on Real Estate Business (amended); the Law on Forces Participating in Protecting Security and Order at the Grassroots Level; the Law on Housing (amended); the Law on Management and Protection of National Defense Works and Military Zones; the Law on Water Resources (amended); and the Law on Telecommunications (amended).

The National Assembly has continued to allow the piloting of a number of specific policies to speed up progress and create maximum convenience in organizing investment in 21 important national projects and key regional and inter-provincial road projects.

 

The application of global minimum tax rules from 2024 under the guidance of the Organization for Economic Cooperation and Development (OECD) is urgent to both proactively gain additional tax rights and create a favorable investment environment to retain and continue to strongly attract foreign investment flows.

 

At the same time, in the Joint Resolution of the Session, the National Assembly agreed to allow the Government to draft a Decree regulating the establishment, management and use of the Investment Support Fund from global minimum tax revenue and other legal sources, reporting to the National Assembly Standing Committee for consideration and comments before promulgation in 2024 to stabilize the investment environment, encourage and attract strategic investors, multinational corporations and support domestic enterprises in a number of fields that need investment incentives in the spirit of Resolution No. 50-NQ/TW dated August 20, 2019 of the Politburo on orientations for perfecting institutions, policies and laws to improve the quality and effectiveness of foreign investment cooperation by 2030 and Resolution No. 41-NQ/TW dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new era.

 

The National Assembly also requested the Government to conduct a comprehensive review to perfect policies and laws on investment incentives in the coming time.

 

The National Assembly gave its first opinions on eight draft laws, including: Law on Social Insurance (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Roads; Law on Road Traffic Order and Safety; Law on Archives (amended); Law on the Capital (amended); Law on Organization of People's Courts (amended); Law on amending and supplementing a number of articles of the Law on Property Auction.

 

“These are laws of important political and social significance, aiming to promptly institutionalize the policies, requirements and tasks set out in the resolutions of the Central Committee and the Politburo, concretize the provisions of the Constitution and solve urgent practical problems. National Assembly deputies have analyzed and thoroughly discussed major and important issues, especially newly proposed policies, and at the same time contributed many profound opinions for research agencies to absorb, ensuring full and timely institutionalization of the Central Committee's resolutions; thoroughly grasping the principle: issues that require practical requirements, are clear, have been proven correct in practice, and have high consensus, must be resolutely implemented; issues that are unclear and have many different opinions must continue to be researched, summarized in practice, and piloted when authorized by competent authorities,” the National Assembly Chairman emphasized.

 

Regarding the draft Law on Land (amended) and the draft Law on Credit Institutions (amended): due to the special importance and complexity of these two draft Laws, the National Assembly has discussed and contributed many very valid opinions, and has carefully considered many aspects and decided to consider and approve them at the nearest Session to have more time to study, absorb and clarify issues with many different opinions, ensuring the quality and feasibility of these draft Laws after they are promulgated.

 

Early implementation of laws and resolutions

 

The National Assembly conducted supreme supervision of the implementation of the National Assembly's Resolutions on the National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period and passed a Resolution on the results of thematic supervision with many important contents, many recommendations and solutions to speed up the progress, improve the efficiency and quality of the National Target Programs in the coming time.

 

The National Assembly agreed to let the Government urgently develop and submit to the National Assembly at the nearest session a draft Resolution on piloting a number of specific mechanisms and policies and decentralizing to the district level the decision on the list, structure, and allocation of state budget capital in implementing the National Target Programs.

 

The National Assembly spent 2.5 days questioning the Prime Minister, Deputy Prime Ministers, Ministers and Heads of sectors on the implementation of thematic supervision and questioning resolutions of the 14th National Assembly and from the beginning of the 15th National Assembly's term to the end of the 4th Session with 21 fields in 4 groups of contents: general economy; sectoral economy; internal affairs, justice; culture and society.

 

Through questioning, it can be seen that, basically, the resolutions of the National Assembly have been seriously and responsibly implemented by agencies, creating positive changes and achieving specific results in most areas, contributing significantly to the country's socio-economic development.

 

The National Assembly passed a Resolution on questioning, which clearly defined the address, time scope and specific responsibilities, requesting the Government, the Prime Minister, Ministers and Heads of sectors to resolutely and effectively implement the issues committed to the National Assembly and voters nationwide, both promptly and effectively overcoming limitations and weaknesses, and creating substantial, fundamental and long-term changes in each field being questioned.

 

The National Assembly conducted a vote of confidence for 44 people holding positions elected or approved by the National Assembly.

“The vote of confidence was carefully and thoroughly prepared and strictly implemented in accordance with the procedures and regulations of the Party and the laws of the State, ensuring democracy, transparency, impartiality and objectivity. The results of the vote of confidence were publicly and widely announced and received the consensus and high appreciation of voters and people nationwide. The National Assembly requested those who were voted for to continue promoting the achieved results, overcoming limitations to successfully fulfill the important responsibilities assigned by the Party, the State and the people,” the National Assembly Chairman emphasized.

At this Session, the National Assembly discussed in the Hall the report on the results of citizen reception, handling of petitions, and settlement of citizens' complaints and denunciations in 2023; the implementation of opinions and recommendations of voters and people sent to the 6th Session; the report on the results of monitoring the settlement of voters' recommendations sent to the 5th Session; reviewed the work reports of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; the Government's reports on corruption prevention and control, crime prevention and control, and law enforcement in 2023.

 

National Assembly deputies proposed many opinions and recommendations to the Government, ministries, branches, localities, People's Courts, People's Procuracies at all levels and the State Audit to contribute to maintaining political stability, social order and security, protecting the legitimate rights and interests of citizens, thereby increasingly strengthening people's trust in the Party and the State.

 

The National Assembly Chairman said that with the achieved results, it can be affirmed that the 6th Session of the 15th National Assembly was a great success, increasingly meeting practical requirements.

 

In order for the laws and resolutions of the National Assembly to soon come into effect and become effective, the National Assembly assigned the National Assembly Standing Committee to organize the dissemination and implementation of the laws and resolutions passed at the 6th Session.

 

National Assembly deputies promptly reported to voters nationwide the results of the Session, regularly maintained close contact, listened to and honestly reflected voters' opinions and aspirations, especially on urgent issues arising in practice that required timely and appropriate decisions; actively supervised the organization and implementation of the Constitution and laws, and the settlement of citizens' petitions, complaints and denunciations.

 

All levels and sectors strive to effectively implement social security policies, care for the material and spiritual lives of the people, families of policy beneficiaries, workers, and people in difficult circumstances; carefully prepare conditions to serve the people to celebrate the New Year 2024 and the Lunar New Year of Giap Thin according to the Secretariat's Directive, ensuring that every family and every person can enjoy Spring and celebrate Tet warmly.

 

National Assembly Chairman Vuong Dinh Hue emphasized that from the success and good results of the 8th Conference of the 13th Party Central Committee and the 6th Session of the 15th National Assembly, along with many important results achieved after half a term, we believe that, under the correct and wise leadership of the Party, the close and harmonious coordination and active and proactive participation of the entire political system, the companionship, efforts and enthusiasm of the people and the business community, we will definitely overcome difficulties and challenges, seize opportunities, and achieve the highest socio-economic development plans for 2023, 2024 and the entire 2021-2025 period, striving to successfully implement the goals set out in the Resolution of the 13th National Party Congress.
