
On the afternoon of June 16, at Discussion Group 11, chaired by comrade Hoang Duy Chinh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Bac Kan province, National Assembly deputies from Bac Kan, Vinh Long, Son La, and Long An provinces actively discussed and contributed ideas to the draft Law on Railways (amended) and the Investment Policy for the Investment Project to build Ring Road 4 in Ho Chi Minh City.
Commenting on the draft Law on Railways (amended), opinions agreed that amending the Law on Railways is extremely necessary to create a legal basis for investment in infrastructure modernization, technology application, improving operational safety and attracting socialized resources, promoting sustainable and effective transport development, meeting the requirements of international integration.
In addition, there are suggestions to consider adding to the prohibited acts: "It is prohibited to oppose, insult, assault or commit acts of harm to people performing the task of ensuring order and safety of railway traffic" to create a clear legal basis to protect law enforcement officers, raise people's awareness of law enforcement and ensure railway traffic safety.
Some delegates suggested that it is necessary to pay attention to investing in upgrading warning systems at dangerous intersections between roads and railways; and suggested adding regulations on the application of digital technology and artificial intelligence in the management, administration, operation and supervision of railway traffic safety...
Regarding the Investment Policy of the Ho Chi Minh City Ring Road 4 Construction Investment Project, the basic opinions agree with the Government's Proposal with a total investment of phase 1 of about more than 120,412 billion VND, the route will be built with 08 lanes with a total length of about 207.26km, starting point at Toc Tien - Chau Pha intersection (intersection area with Bien Hoa - Vung Tau expressway and provincial road DT.992), the end point intersects with the North - South axis road at Hiep Phuoc Port area, Nha Be district, Ho Chi Minh City.
Opinions highly appreciated the investment in the Ho Chi Minh City Ring Road 4 Construction Investment Project with the goal of improving the competitiveness of the economy; meeting the requirements of connectivity, freight and passenger transport, creating momentum for the economy of Ho Chi Minh City and the Southeast provinces.
In addition, delegates recommended that the Government should direct the development of a clear, effective and consistent inter-regional coordination mechanism; it should assign the Ministry of Construction or establish an inter-sectoral Steering Committee under the Government to act as the focal point for managing, monitoring and supervising the overall progress of the entire route.
This agency needs to be given sufficient authority to coordinate implementation activities between localities, promptly resolve problems arising in the process of site clearance, bidding, construction and connecting inter-provincial technical infrastructure. It is recommended to consider supplementing and applying specific financial mechanisms for the Southern key economic region such as preferential policies on taxes, fees and infrastructure usage fees for investors implementing routes under the PPP form; have a flexible management mechanism and disbursement of public investment capital, especially for localities with high rates of socialized capital mobilization, to promptly supplement resources for key stages of the project.../.
