Speaking at the groundbreaking ceremony, Deputy Prime Minister Mai Van Chinh emphasized that investment in strategic infrastructure, especially transportation and information technology infrastructure, is of crucial importance and a key driving force for rapid and sustainable development. In recent years, infrastructure development nationwide, including in Binh Duong province, has achieved breakthrough results and is a source of great pride. This has provided valuable experience, good lessons, and successful models that have affirmed the correct direction, effectiveness, and overcome limitations and shortcomings from the previous period, while also serving as a basis for better and more cost-effective implementation in the future.
The Ho Chi Minh City Ring Road 4 project is a key national transportation project with a total length of approximately 207km, of which the section through Binh Duong province is 47.8km long. It features a complete 8-lane expressway with a design speed of 100km/h. The consortium of the Industrial Investment and Development Corporation - JSC (Becamex Corporation), Infrastructure Development Joint Stock Company, and Deo Ca Group Joint Stock Company won the bid for the project. |
The Deputy Prime Minister requested that the People's Committee of Binh Duong province (currently) and the People's Committee of Ho Chi Minh City (after July 1, 2025) focus decisively on directing investors, supervisory consultants, and contractors to maximize their sense of responsibility in implementing projects, ensuring progress, quality, safety, technical standards, and aesthetics; central and local ministries and agencies need to closely monitor the projects, be decisive in managing quality and progress, and resolve difficulties and obstacles throughout the project implementation process, ensuring that projects are completed on schedule and meet quality requirements…
Speaking at the ceremony, Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, said that when the Ho Chi Minh City Ring Road 4 project, passing through Binh Duong province, is completed, it will connect with the Ho Chi Minh City Ring Road 3 and the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, playing a very important role in the circulation and transportation of goods, serving the requirements of socio-economic development, reducing traffic congestion, linking provinces and cities, promoting the development of satellite cities and expanding new development spaces; creating momentum for the development of industry, urban areas, trade, services, ensuring national defense and security for the entire Southern key economic region, with Ho Chi Minh City as the central core of the region; contributing to achieving the target of 5,000km of expressways set by the Party and Government in the 2021-2030 period.
Mr. Vo Van Minh emphasized that the DT743, DT746, and DT747B roads have been fully invested in and inaugurated; these are vital routes connecting the region and inter-regions. The Chairman of the Provincial People's Committee assessed that the large-scale specialized mechanical industrial park project, which has been nurtured by the Provincial Party Committee and the Provincial People's Committee for many years, has high expectations and is being implemented by a large, reputable, and capable investor.
For provincial roads DT743, DT746, and DT747B, the total investment for construction is nearly 2,400 billion VND. These are important intra-provincial transport arteries, contributing to the completion of Binh Duong's modern transport network. The specialized mechanical engineering industrial park alone covers an area of 786 hectares with a total investment of over 75,000 billion VND. Once operational, this industrial park is expected to attract more than 30,000 workers, including nearly 10,000 with university and postgraduate degrees. The project is expected to commence in August 2025, with a portion becoming operational from September 2026.
Developing high-quality human resources and digital infrastructure.
In this new phase, Binh Duong province identifies advanced education, modern digital infrastructure, and an innovation ecosystem as three central pillars, playing a key role in enhancing competitiveness and attracting high-quality investment, contributing to realizing the vision of developing the Southeast region in the digital age.
The Education and Training Complex, located in Thai Hoa Ward, Tan Uyen City, is a key project built in line with the local development orientation and is expected to contribute to the innovative education ecosystem of the locality, aligning with the development orientation of human resources and digital infrastructure, and contributing to the implementation of the four strategic initiatives. Deputy Prime Minister Mai Van Chinh emphasized that the project is not only significant for Binh Duong province today and Ho Chi Minh City from July 1, 2025, but also plays a role in providing high-quality human resources for the entire Southern key economic region, which is leading the country in attracting investment, exports, and transforming its growth model.
Deputy Prime Minister Mai Van Chinh expressed his confidence that this Education and Training Complex will become a center for nurturing talent, disseminating knowledge, and inspiring the aspirations of the young generation of Vietnam, meeting the requirements of national development in the new era, adapting to the fourth industrial revolution and the strong development of digital technology and artificial intelligence; bringing Vietnamese education and training to an advanced level in the Asian region by 2030 and an advanced level in the world by 2045.
Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, also expressed confidence that once operational, the Education and Training Complex will not only provide high-quality human resources for the province but also for the entire Southern Key Economic Region, contributing to the successful achievement of the major goals of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation.
The project is built on a plot of land exceeding 84,000 m², with a total construction floor area of approximately 130,000 m². The complex includes lecture halls, dormitories, a multi-purpose service area, a standard sports field, and other supporting facilities, providing comprehensive learning and living amenities for students.
The ceremony included the signing of a credit financing agreement between Becamex IDC Corporation and Vietnam Joint Stock Commercial Bank for Industry and Trade (Vietinbank) - Branch 2 and Vietnam Investment and Development Bank (BIDV). |
