Next, delegates discussed in the hall the draft Law on Atomic Energy (amended), aiming to continue institutionalizing the Party's guidelines and policies, the State's policies on atomic energy, enhancing the effectiveness of state management on radiation safety, nuclear safety and security; developing the application of atomic energy; contributing to creating new momentum for the country's rapid and sustainable development in the new era.
In the afternoon of the same day, the National Assembly discussed in groups: the Draft Law on Participation in the United Nations Peacekeeping Force; the draft Resolution of the National Assembly on mechanisms and policies for private economic development; the draft Resolution of the National Assembly on a number of special mechanisms and policies, creating breakthroughs in law making and organization.
Delegates focused on discussing and agreeing on the necessity of issuing a Resolution of the National Assembly on a number of special mechanisms and policies, creating breakthroughs in the development and organization of law enforcement, and all paid attention to and contributed ideas to clarify the subjects: "...people who directly and regularly do the work of advising on research on strategies, policies, and law making at a number of agencies and units". Many delegates proposed to add to the policy beneficiaries: Full-time People's Council delegates of the Provincial People's Council Committees; civil servants who directly "advise, organize, and serve the National Assembly Delegation in the work of law making, discuss and give opinions on the contents at the request of the National Assembly Standing Committee" as clearly stipulated in Article 2 of Resolution No. 1004/2020/UBTVQH14 of the National Assembly Standing Committee on the establishment and regulation of the position, functions, tasks, powers, and organizational structure of the Office of the National Assembly Delegation.

Participating in the discussion, delegate Ho Thi Kim Ngan, member of the Provincial Party Committee, Secretary of the Cho Moi District Party Committee, said that there should be a comprehensive and comprehensive approach. If there is a central support unit that benefits from the policy, the provincial and communal levels should also have corresponding forces to ensure systematicity. In particular, the delegate suggested that attention should be paid to the role of the Democracy - Supervision and Social Criticism Committee of the Fatherland Front Committee in supervising, criticizing, participating in the development and organization of law enforcement, and suggested adding this force to the list of policy beneficiaries. In addition, the delegate suggested that there should be clear regulations on the management and use of the Fund to support the development of policies and laws, as well as handling violations in the process of receiving and using resources from the Fund.
To ensure and improve the quality of human resources working in law-making, delegate Ngan proposed to clearly separate the contents related to training, fostering, attracting and employing talents; clarifying contents such as building a large database of laws, developing technology applications in law-making work.
Commenting on the draft Resolution of the National Assembly on mechanisms and policies for private economic development, delegate Ha Sy Huan, member of the Provincial Party Committee, Deputy Head of the Provincial Delegation of National Assembly Deputies, proposed to remove the 20-hectare regulation in the regulation on ensuring the area of newly established industrial parks because in mountainous provinces, it is very difficult to arrange such a large area. Regarding the right to decide on the list of public assets for lease, the delegate proposed to add the right to decide on the leasing of public assets to the Provincial People's Committee.

Also discussing, delegate Nguyen Thi Hue, Vice President of the Provincial Women's Union, proposed to add contents on reforming administrative procedures in licensing, certification, as well as in accessing resources; suggested to cut unnecessary business conditions; add regulations to support access to locations and production and business premises, allowing localities to use the budget to invest in building infrastructure for industrial parks and technology incubators; consider amending regulations on bidding packages using the state budget with a price of no more than 20 billion VND, giving priority to small and medium-sized enterprises, especially enterprises run by young people, women, ethnic minorities, and people with disabilities, so that it is appropriate, ensuring that both small enterprises and capable enterprises can participate./.
