Speaking at the opening of the question-and-answer session, National Assembly Chairman Vuong Dinh Hue affirmed that the selection of the group of questions for questioning at this session was carefully considered based on the synthesis of information sources and proposals from National Assembly delegations, opinions of National Assembly deputies, and a review of the scope of questioning at the 6th Session and National Assembly sessions and meetings of the National Assembly Standing Committee since the beginning of the term. At the same time, based on the practical situation, creating conditions for all ministers and heads of sectors to participate in answering questions. The National Assembly Standing Committee decided to select questions for groups of issues under the State management responsibilities of the Ministry of Finance and the Ministry of Foreign Affairs.

At the morning question-and-answer session, National Assembly deputies questioned the Minister of Finance on the following groups of issues: Management and supervision of insurance business activities and service activities in the field of life insurance business; appraisal and licensing of companies providing financial services; implementation of laws on lottery, betting, casino and electronic games with prizes; customs procedures, customs inspection and supervision; prevention and combat of smuggling and illegal transportation of goods across borders; price management and price determination of goods and services in the list of goods and services priced by the State.

Delegates participating in the questioning and debate requested the Minister of Finance to clarify the role, responsibility and solutions to limit negativity in auditing; rectify the situation of banned goods passing through customs; prevent violations in the sale of life insurance products through credit institutions and bank branches; credit rating to enhance protection of investors' assets; settlement of compensation for property damage to third parties; the situation of enterprises suffering losses due to low prices of civil traffic construction works; overcoming the situation of taking advantage of fast customs clearance time for green lane declarations to smuggle and commit commercial fraud; control the gold and foreign currency markets; improve the quality of price appraisal of the legal framework for licensing insurance brokerage training; clarify new points related to handling violations in the fields of insurance and lottery business; specify the responsibilities of related organizations through the inspection results of the Ministry of Finance...

Comrade Ma Thi Thuy, Deputy Head of the National Assembly Delegation of Tuyen Quang Province, participated in the questioning with 2 contents: Requesting the Minister to update the progress of allowing the establishment of voluntary supplementary pension funds and the operation of licensed funds. What is the Minister's opinion in this field? In the context of limited management level of enterprises and high risk level of Vietnam's financial and monetary market, is there a risk of fund failure causing the loss of all investors' money? The Law on Medical Examination and Treatment in 2023 has many new regulations on prices of medical examination and treatment services. How is the coordination with the Ministry of Health in managing prices of medical examination and treatment services carried out?

Responding to the question of delegate Ma Thi Thuy, Minister of Finance Ho Duc Phoc said that there are currently 4 participating enterprises, with 10 funds in operation. The Ministry of Finance is appraising a number of applications for a license to operate a voluntary supplementary pension fund.

The Minister agreed with the view of delegate Ma Thi Thuy that it is necessary to determine the level of risk that if a business or fund goes bankrupt, it will affect the rights of insurance participants. Minister Ho Duc Phoc affirmed that it is necessary to manage early, from a distance, especially long-term risk management. Because for this market, the maximum time is 99 years, so there will be risks when businesses and funds cannot be preserved.

Therefore, the Ministry of Finance is very cautious about this issue. The main participants of this pension fund are officials and employees in the system. As for outside officials and the people, there are not many, so with this type of fund, on the one hand, it is encouraged and on the other hand, it is supervised to ensure the rights of pension fund participants.

Regarding issues related to the management of medical examination and treatment service prices, the Ministry of Finance will closely coordinate with the Ministry of Health according to the provisions of the Law on Prices and the Law on Medical Examination and Treatment 2023, in the process of managing medical examination and treatment service prices related to the maximum price (based on the proposal of the Ministry of Health), while the minimum price is decided by the Ministry of Health.
